The Cardiff Capital Region Growth and Competitiveness Commission report, prepared in 2016 and led by Professor Greg Clarke, set out a framework for economic growth within the £1.2bn CCR City Deal, recommending key priorities such as improved transport connectivity (like the South Wales Metro), increased collaboration between councils, and investment in skills and affordable housing.
