United Utilities (UU) require LDAR surveys to be completed at Anaerobic Digestion facilities , located at in the North West of England. •The survey is to be carried out at a 6 monthly frequency with the ability to increase this frequency when enhanced monitoring is required on a site by site basis. •The scope of the LDAR survey is biogas assets and associated equipment. •The survey is to detect fugitive emissions of Volatile Organic Compounds (VOC’s) and other substances to air including methane. •Operators undertaking the survey must have sufficient competence to undertake surveys safely on active gas assets and must be familiar with DSEAR. • Operators must adhere to UU permitting and induction requirements. • LDAR survey methodology must fully comply with EA guidance Biological waste treatment: appropriate measures for permitted facilities (2024) Section 11.9 - Leak Detection & Repair. The survey should utilise the Optical Gas Imaging (OGI) method using hand-held cameras to enable visualisation of gas leaks with quantification of emission rate and emission concentration. • A report must be provided in the format specified in EA guidance Biological waste treatment: appropriate measures for permitted facilities (2024) Section 11.9 - Leak Detection & Repair. This should be accompanied by a detailed emissions list with OGI footage of each emission. This should be issues no later than 5 working days of the visit. • Reports and emissions lists should be available on a secure portal that records video of emissions. • Emissions should be tagged onsite using an agreed methodology. • Contractors undertaking LDAR analysis must liaise with UU Regulatory and Statutory Maintenance team to arrange visits in aligned to a pre agreed schedule as per UU's third party scheduling procedure. • All emissions must be physically identified to the site operational contact at the end of the survey visit. • Provision for emergency call out and response within 24 hours. • Monitoring equipment, techniques, personnel and organisations shall have either MCERTS certification or MCERTS accreditation (as appropriate ).
