This is a light touch special regime concession contract as per Sections 8 and 9 of the Procurement Act 2023. The process used was the Open Procedure as per Section 20 of the Procurement Act 2023. The Authority awarded contracts for Early Years Provision under a Concession Contract, split into two Lots. • Lot 1: Early Years Provision at Meadows Family Hub • Lot 2: Early Years Provision at Broxtowe Family Hub The Family Hubs purpose is to provide integrated services to support children and families in early years. There are a number of other services such as breast-feeding support, SEND support, domestic abuse support available at the hubs Suppliers will provide a high-quality childcare service which meets the needs of the local population, giving priority to Children eligible for Early Years Entitlement funding and/or Children in Need and work collaboratively with the other services within the family hubs. The Supplier will work alongside Nottingham City Council's Early Help Teams, which provide co-ordinated support services built around the needs of children, young people and their families at a local level. Early Help Teams provide effective integrated services that improve outcomes for children, young people and families by: • Providing better co-ordinated support services built around the needs of children, young people and their families, at a local level. • Improving access to universal and additional support by direct delivery through integrated teams, including wider partnerships; and • Providing a wide range of extensive support for children, young people and families with more complex needs through Locality Teams. The Supplier will deliver childcare services and have an existing OFSTED rating of good or above or, if 'satisfactory', are working at a good or above grade as indicated by the Local Authority Quality Improvement Process. The Supplier will not receive any income from the Council. The Supplier will have the opportunity to generate income by operating their business from the Council's Family hub, benefitting from rent free provision and close connection to the other Family Hub services. In return, the Supplier will be expected to contribute to the running costs of the building, provide a high-quality childcare service which meets the need of the local population and work collaboratively with the other services within the family hubs. Income will be generated from individual families choosing the service, either utilising the government voucher scheme or paying privately. The Supplier will provide a OfSTED-registered service for 0-5 year olds. Contract Term The Authority has entered into contracts of an initial period of 5 years, with a possible extension period of a further two years. Note the contract will end on the 31 August 2030, even if it starts later than the intended date of 1 September 2025.
