Due to Medway Council changing its tendering portal provider to Delta within the Kent Business Portal, the purpose of this notice is to supplement and update the links for prospective suppliers wishing to apply for the currently active Dynamic Purchasing System (DPS), previously advertised under notice ref. 2022/S 000-030999 in 2022. The 2015 Public Contracts Regulations therefore still to this supplementary notice and the DPS. The corrigendum ref. 2025/S 000-061022 issued on 30 September 2025 should be disregarded as the links provided in that notice are no longer valid. Please instead use the new links provided within this notice and then download the application documents held within Delta to apply for the DPS or for further information. This DPS will expire on 31 January 2027. Supported Living is a person-centred approach to housing and care and support services and is provided to individuals deemed eligible for care and support under The Care Act (2014). Medway Council are seeking applications from providers with relevant experience to provide supported living care and support to individuals living with conditions such as learning disability, autism, mental health, physical disability, cognitive disability, substance use, dual disability. It is the council's intention to build a resilient marketplace, via a Dynamic Purchasing System (DPS), occupied by sufficient providers, possessing the specialisms to ensure confidence in the quality and appropriateness of the support available to meet the needs of Medway residents. Supported Living Services in Medway will be outcomes focused, with the individual at the front and centre of all planning. The DPS will be comprised of three lots: Lot 1 - Support at accommodation for individuals with lower needs, Lot 2 - Support at accommodation for individuals with higher needs, and Lot 3 - Specialist support.
To include, but not limited to: - budgeting/income maximisation - support to coordinate and attend appointments - managing and maintaining personal hygiene - maintaining their home environment - enabling social inclusion and community involvement - ensuring adequate nutrition and support towards a healthy lifestyle - medication compliance - support to access suitable gainful daytime activity - support planning with individual goals - managing and maintaining their tenancy - developing capabilities and skills to progress to more independent living - night support (sleep in or waking night) would not be included
Contract period: — → 31 January 2027
To include (in addition to lower level), but not limited to: - regular supervision throughout the day - behaviour management - support with eating, feeding, personal care or other activities of daily living - medication administration - support to manage clients' lives in the short and long term - help developing clients' skills to become independent or more independent with activities of daily living - all accommodation with night support (either sleep in or waking night) would fall into this category - night support (sleep in or waking night) to be nine hours - higher support providers are required to be CQC registered, and staff training levels should be appropriate.

Providers with specialisms in complex challenging behaviour including violent and forensic behaviour and substance use. - not necessarily required to be CQC registered but will be required to provide details of significant relevant experience - specialist support services are likely to be tailored to meet a particular individual's need
