| Method Rationale: | An extension to the payment gateway services contract with Barclays bank has become necessary due to interoperability issues with DVSA's current software. The DVSA will use this extension period to transition away from the incumbent to an in-sourced model. Due to the value of the modification, the safe harbors for contract extensions located within Reg 72(1) of the PCR will not be available. Where a modification to a contract does not meet the requirements of Reg 72(1) of the PCR, a new procurement procedure must be undertaken in accordance with Reg 72(9). Therefore, in order to extend the current payment gateway services contract with Barclays, a negotiation without prior publication shall be undertaken in accordance with Reg 32(2)(b)(ii) of the PCR. The DVSA shall lawfully be able to award the extension to the supplier under this regulation, as competition is currently absent due to a technical reason. |
