Knowsley Council, Trafford Council and Rochdale Borough Council are seeking to establish a Framework Agreement (the Contract) for the supply, installation and maintenance of personal lifts and hoists. The Framework Agreement is for the supply, installation, servicing, maintenance, removal and re-installation of stairlifts, vertical through floor lifts, steplifts and hoists that improve the access to facilities for disabled people with sensory and mobility loss. The supply and installation work will be carried out in both private owner occupied and housing association properties. The servicing and maintenance will be predominantly carried out in private owner occupier's household properties, but could also be required in other tenures. A small number of other items are serviced in respite services and in shared lives homes. The Specification, together with the accompanying tender documents, outlines the full scope of requirements and invites submissions from suitably experienced suppliers. The Framework Agreement (the Contract) will be for a period of 48 months. The Framework will be divided into four lots. A pre-market engagement notice has not been completed as the contracting authorities determined market engagement is not required due to the route to market being open tender. A planned procurement notice has not been completed as the contracting authorities do not wish to reduce the timescales of this tender.
Lot 1 covers the provision of a comprehensive annual maintenance and servicing, call out and repair service on Stair lifts. A bi-annual maintenance and servicing, call out and repair servicing of through ceiling lifts, step lifts, ceiling track hosts and miscellaneous equipment in owner occupied and private rented homes located throughout the Council areas. Lot 1 also covers the removal, storage, refurbishment and re-installation i.e. recycling of the same items above in owner occupied, private and social rented homes located throughout the Council areas. The recycled lifts will be from a variety of different manufacturers.
Contract period: — → 31 December 2029
Supply and install new straight and curved stair lifts in owner occupied, private rented and housing association homes located throughout the Council areas. It will also include the annual service and maintenance during the warranty period.

The supply and installation of new vertical through ceiling lifts and step lifts. It will also include the bi-annual service and maintenance during the warranty period.

Supply, Installation, Removal, Refurbishment, Storage, and Re-Installation of Ceiling Track Hoists and Gantry Hoists located within private domestic properties within the Council boroughs. It will also include the bi-annual service and maintenance and thorough examination during the warranty period.
