Transitional Supported Accommodation For Young People

The Transitional Supported Accommodation Service aims to deliver an intensive twenty-four hour staffed accommodation for young people aged 16-24 who have a range of complex support needs and who require an intensive level of enhanced housing and transitional support. The service will provide twenty-four hour fixed site support, for up to a maximum of five young people. The property is provided by a Registered Social Landlord (RSL) and there will be a housing management agreement in place. The property is in a central location in Neath town centre and consists of six self-contained one-bedroom flats (with one flat allocated for on-site staff use). The service will provide a stable, consistent and safe environment so that the young people can be supported to build their independence skills to be able to reflect and make clear, appropriate choices for their future. The support provided will be person centred, outcome focused and trauma informed. The service will primarily aim to support young people aged 16 or 17 to ‘step down’ from residential care or when current accommodation services are unsuitable due to the level of support required. The Council intends to tender the service for a contract start date of 1st April 2026. Interested organisations are invited to meet the service development team to discuss the fundamentals of the proposed contract and proposed tender approach. Market engagement events have been arranged for Wednesday 20th August, Tuesday 26th August and Wednesday 27th August 2025. The event is an opportunity for the service development team to seek views on the relative strengths and weaknesses of the proposed service agreement, service specification and tender approach. There will also be an opportunity for organisations to ask the team any questions it may have around the proposed tender. The format of the event will consist of 1-hour slots for each organisation, which will be held virtually via Microsoft Teams. Slots will be allocated on a first come first served basis. For organisations who book to attend the event, they will receive a discussion paper which will be emailed in advance of the event. Organisations who are interested in engaging with the service development team through this event should contact ccu@npt.gov.uk confirming they would like to attend. A 1-hour slot will then be arranged. The market engagement event may also be extended to additional days should it be required
