Expressions of Interest Response required by Monday 23 June 2025 to [email protected] Project Name: PS25102 - Monitoring and Evaluation call-off contract Route to Market: Open Procedure via Find a Tender Service Overview / Specification The Department for Energy Security and Net Zero (DESNZ) seeks to commission a flexible and high-quality Monitoring and Evaluation (M&E) call-off contract with a single supplier to support delivery of robust, timely and policy-relevant evaluations across its priority areas. This call-off will run for an initial three-year period, with the option to extend by up to two additional years. The contract must deliver methodologically robust, proportionate and agile M&E support that complements the in-house analytical capability, with a particular focus on small-scale, time-sensitive projects that generate rapid insights to inform delivery and strategic decisions. The contract will provide access to specialist suppliers able to rapidly respond to short-turnaround requirements, covering the full evaluation lifecycle from early-stage design to synthesis. The successful Supplier will be expected to deliver policy-relevant M&E support, contributing to internal learning and informing strategic decision-making. Indicative areas of work may include (list is not exhaustive): • Fast paced primary data collection • Methodological reviews or development • Evaluation scoping and design • Development of M&E Frameworks and Theories of Change • Rapid evidence reviews and literature synthesis • Baseline and evaluation data collection • Delivery of process evaluations Projects will be commissioned on an ad-hoc basis under this overarching call-off contract and could be from any team/policy area in the Department. Suppliers will be expected to respond to requests for projects with and mobilise swiftly to deliver once new projects are agreed. Projects are expected to be small-scale (typically under £100k) and delivered over a 3–6-month period. There may be a need for multiple projects to be taken forward at the same time. The contract will be managed by the DESNZ M&E hub, who will oversee the prioritisation and triage of project requests. Any proposed projects will be discussed and developed with the contractor before going forward. Timetable At this point we cannot know the timetables for the projects which will be undertaken through the call-off contract, but suppliers must demonstrate that they can meet the following provisional timetable for the commencement of the project (see table below). Specific timetables and delivery dates for projects that go through the contract will be negotiated and agreed before projects comments. November 2025: Contract signing and set up meeting November 2025 – December 2026: Develop and agree processes and ways of working for developing and agreeing projects working with the DESNZ M&E hub contract manager December 2025: Present to the Department’s Monitoring, Evaluation and Learning Community about the contracts services and expertise. Trial project agreement processes (subject to a suitable request coming to the contract) January 2026 onwards: Contract set up and ready to respond to requests for new work At this stage we are conducting preliminary market engagement to gain further feedback from the market. By responding you will be engaging in non-competitive dialogue which will enable DESNZ to develop and assess the market's appetite, concerns, and views on formulation of its requirements. DESNZ may consider the information and responses received as part of the preliminary market consultation to help inform the specification and further decision making in relation to the planning and conduct of the procurement, ensuring all valid options are considered. This form is an expression of interest only; the full details of the project and the desired outcomes will be provided in the Tender Notice. Procurement Plan / Dates and Budget Project budget – Call-off contract cap of £1 Million excluding VAT (please note, this is the contract cap. This is a call-off contract and the volumes of work are not guaranteed, but will not exceed £1 Million). Indicative advertising timescales – July 2025 – September 2025. Indicative Contract start date – November 2025 Contract end date – November 2028. There will be the option to extend this contract up to a maximum of 2 years if there is remaining budget available.
