Balfour Beatty VINCI (BBV) have been awarded HS2 main works civils contracts for the Area North project in the West Midlands. The purpose of the future tender is to define the requirements related to the supply of a technical assistance at Design and Construction stages for steelwork elements. On that basis, the scope of work of the Bidder shall comprise the following service: Package 1: Structural Steelwork Consultancy at Design Stage • Support to the Contractor during the design review process by providing technical and assurance reviews of Shop Drawings, including welding and testing requirements; • Elaboration of comment sheets accordingly and use of the Contractor's EDMS (BC - Business Collaborator); • Participation to meetings and other collaborative workshops related to the design of the steelwork elements listed in appendix A1, including meetings related to nonconformities (NCR) or changes (FCR) impacting the aforementioned elements. Package 2: Structural Steelwork Consultancy for Quality Assurance & Quality Control • Support to the Contractor during the Quality Assurance review process by providing technical and assurance reviews of Material Acceptance Records (MAR), Inspection and Test Plans (ITP), Welding Assurance Packs (WPS, WPQR, WQC), NDT Procedures, Post Weld Heat Treatment Procedures, Coating Procedures, and similar procedures common to the steelworks industry; • Performance of site and factory surveillances during the works (in the UK and Europe), including factory activities such as witnessing of testing activities, assembly trials, packaging and loading before shipping, and site activities such as welding, testing, lifting and assembly. These surveillances will include preparation and submission of surveillance reports to the Contractor within 48 hours of the surveillance; • Site and factory Hold Points inspections (in the UK and Europe) as per the relevant ITPs and on behalf of the Contractor; • Report to the Contractor any situation of nonconformity identified during site visits within 24 hours; • Review of site and factory production certificates, and fabrication and construction records, in line with the ITP; • Support to the Contractor for the review of final Quality Record Packages before submission to HS2. Full details and specifications will be provided to the successfully shortlisted suppliers. Suppliers should be aware of the scale of this project and should assess their internal capabilities to be able to carry out the intended scope of works, prior to completing this expression of interest (EOI).
