KCC is responsible for undertaking Principal Inspections of bridges in its ownership that cross Network Rail (NR) Infrastructure. KCC are required to enter into a Basic Asset Protection Agreement (BAPA) with NR for the provision of safety management to enable the inspections to be carried out. Without the BAPA in place KCC would not be able to enter NR land to carry out the inspections to take place planned for bridges in the 2023/4 programme. The BAPA covers the NR safety management and provision of a number of staff: Interface Manager, Planner and Construction Manager to work with KCC and its inspection consultants to co-ordinate possession applications requests, attend planning meetings and ensure all safety arrangements and trained staff are in place for booked rail possessions date(s) to facilitate the KCC bridge inspections.
