***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the Crown Commercial Services Research & Insight DPS RM6126 Brief Description of Requirement DESNZ is seeking to commission a comprehensive evaluation of the local in-person advice and phoneline services within its home retrofit Consumer Advice and Information (CAI) programme. We expect this evaluation to comprise a programme of research including surveys, qualitative interviews, ethnography and desk-based research to provide a detailed analysis of: (i) how the services were delivered and experienced by users, identifying successes of and challenges faced in delivery (through process evaluation); (ii) the extent to which the services achieved their stated objectives (outcome evaluation); and (iii) the extent to which the policy represented value for money (VfM) to the public purse (economic evaluation).
