The aim of the study is to identify the benefits and costs of incident management, overall and by type of incident by further developing the economic model previously developed and identifying if incidents can be grouped into typologies that will allow an indicative benefit-cost ratio (BCR) to be determined. This will then inform a refined BCR that can be used in the next Spending Review
