Brief Description of Requirement The Department for Energy Security and Net Zero is seeking to commission an Impact and Economic Evaluation of the portfolio of Domestic Energy Affordability Support Schemes in the United Kingdom. The impact evaluation should seek to provide insight into the attributable outcomes/impacts of the interventions relative to the counterfactual scenario of non-intervention (i.e. the absence of the energy affordability schemes in scope). It will assess whether causal links between the schemes and observed outcomes/ impacts of interest can be identified.
