Together Housing is seeking a suitably qualified and capable supplier, for the provision of Mobile connections (across multiple pre-defined networks) and capable of providing the ability for THA to manage connection-to-(e)SIM allocation through a consolidated online portal. Together Housing currently utilises approximately 2,000 Mobile connections across its business, primarily on the O2 mobile network (approx. 1800) with a minority of connections on the Three network (approx. 250). As part of the organisation's Digital Strategy, Together Housing is seeking to award a single contractual agreement to a single bidding organisation, capable of providing concurrent connections across multiple Mobile Networks, and capable of providing greater centralisation, management and control of (e)SIM provision for the organisation via online portal management. The aim of procuring such an Agreement to THA is - The consolidation and streamlining of connections, through a single Agreement - The improvement and streamlining of (e)SIM management, through portal for management and allocation of connection-to-(e)SIMs - The fostering of VFM, both through competitive commercial arrangements and the streamlining and self-managed resource requirements for connection management resource requirements, through the life of the contract - Further VFM through benchmarking and continuous improvement by the winning bidder through the life of the contract. Bidders may subcontract in order to meet the requirements of providing all three of the required networks (set out within Section 2 - Specification), and should make this fact clear within their tender response (including by completing the questions within Section 3.2(b) of this document) if doing so. Such contract is expected to commence on the 1st of August 2024, for a period of 3 years with two single 12 month extension options to be exercised at the sole discretion of THA as the contracting authority. In consideration to such planned contract duration, bidders are encouraged to demonstrate value for money through economies of scale and duration-based cost reductions within their bid. Whilst the overall value of the contract shall be determined by the number of live connections during the course of the contract (and may be variable during the course of the contract term), a budget of approximately ?1,050,000.00 has been allocated to the contract arising from this procurement exercise, over the maximum 5 year duration. Bidders should note that this is an allocated budget only, and that the winning bidder shall be determined based on the overall assessment criteria (including commercial assessment) set out within section 6 of this document. Bidders must ensure they have read and understood the provisions pertaining to the framework selection and procurement mechanisms, before submitting their bid.
