The city council is preparing a procurement process to secure a new leisure and hospitality-led development for the 3-hectare former Frontierland Theme Park seafront site in Morecambe. The council has selected Competitive Dialogue as the most appropriate route. The council is seeking an experienced development surveyor/practice to assist in preparing tender material, assessing and scoring the commercial proposals and for the other services outlined below. \r 1. Advise on the drafting of the Objective Evaluation Criteria to assess the commercial value, timing and risk in the financial offers and the associated scoring system. The quality evaluation criteria have already been drafted. \r 2. Advise on the drafting of a Financial Position Paper which will be issued to bidders outlining the council's position before commencement of the dialogue stage of the procurement process.\r 3. Advise on the drafting of the Heads of Terms that will be issued to bidders during the procurement process. This needs to be quite broad to allow bidders the flexibility to develop their proposals to offer the most competitive bid.\r 4. Participate and support council officers and their advisors in the dialogue sessions with the bidders at the various stages of the procurement process, providing advice in response to the bidder's questions and clarifications after the dialogue session.\r 5. Apply the Objective Evaluation Criteria to assess the final tenderers' competing financial offers and assess and critique the supporting development appraisals and commercial offers in the round.
