The Council's Public Health Division requires a supplier for the development of a comprehensive Justice Health Needs Assessment (JHNA) in Birmingham. The supplier will be required to review and synthesize relevant local data, and intelligence, gather insight from people with lived experience of offending and frontline services, conduct a review of evidence on best practices/effective interventions as well as develop robust recommendations within the relevant strategic context based on the findings from the project. The supplier will be required to produce separate reports on completion of each component of the project and produce an overarching needs assessment report consolidating findings and recommendations, along with a summary easy read version and a slide deck. This project will be guided by the framework for public involvement in research established by the National Institute for Health Research (NIHR) . The justice health needs assessment will focus on prevention (i.e., primary, secondary and tertiary), linking offending and risk of offending behaviours to health and wellbeing. It should also focus on health and wellbeing needs and ways to prevent these from developing or being exacerbated. This will acknowledge factors across the life-course. The needs assessment will include: o A profile of populations at risk of offending behaviours in Birmingham. This profile will include demographic and social information of the populations of interest including different cohorts within the overall group in scope of this project. o A description of the health and wellbeing needs of those at risk of offending behaviours and the extent to which these are currently met. This will include a detailed description of health and wellbeing status and need, with appropriate comparisons, using intelligence derived from the literature, analysis of available data, a description of local services alongside original data gathering and analysis. o A critical review of the evidence base for cost and clinically effective approaches, services, pathways and interventions that could address identified needs in Birmingham. This contract will be for a period of up to 8 months commencing on or around 8 April 2024 (depending on the evaluation end date). The final eighth month of the project will be dedicated to the project closure activity (following a sign off of all project outputs).
