University of Bristol (UoB) appointed Perfect Circle Joint Venture Limited(PCJV) for the provision of services for RIBA Stage 4 Technical Design stage for the academic building(CM1) within the Temple Quarter Enterprise Campus under a call off from the Scape Group National Built Environment Consultancy Services framework(the Call off Contract). Aecom Infrastructure and Environment UK Limited (Aecom) as Principal Supply Partner appointed a number of Sub-consultants under the Call off Contract, inc: Feilden Clegg Bradley Studios LLP, Buro Happold Ltd, Grant Associates, Jones Lang LaSalle Ltd and other specialist sub-consultants to provide elements of the services within their professional disciplines. Since the notice published 11/09/20, PCJV and Sub-consultants have been appointed to carry out additional services incl: modifications to the designs to meet user requirements requiring additional input from specialist sub-consultants; a recalibration of the brief during Stage 4 as a result of significant escalating build costs in part due to the pandemic, leading to the design team re-working much of the Stage 3 designs; design services to enabling works and the vacant site; changes to the Arcade enclosure/main & eastern entrance(Arcade) have led to the design team re-working much of the Stage 3 designs; provision of a planning amendment for all the associated revised Stage 3 design development and changes to the Arcade; UoB intends to transfer responsibility for the designs to the main contractor for CMI. To ensure an efficient handover, the design team are providing updated information to the main contractor during the design development activities; design information and scopes of works associated with the package of commencement works, ongoing monitoring/maintenance of the site. The majority of the re-design and additional services, the planning amendment and changes to the Arcade were completed and submitted in Mar22. The services associated with the package of commencement works is expected to continue until Q3 22. Ongoing monitoring/maintenance of the site will continue until the start of the main works contract, expected Apr23. UoB issued Compensation Event Notices under Clause 60.1(1) of the Call off Contract to modify the Call off Contract to reflect the additional scope to March22: - £6,506,855 relate to costs of the re-design and additional related services within the original scope of the call off contract. - £1,340,541 relate to additional consultancy services as a result of the changes in the Arcade, design information and scopes of works associated with the package of commencement works and ongoing monitoring/maintenance of the site necessary to enable the design and construction of CMI to proceed. UoB has included these additional consultancy services under the call off contract to ensure continuity and consistency with the project team and to avoid substantial duplication of costs.
