The East Riding of Yorkshire Council has a requirement to engage with a supplier to provide professional services to support the progression of the data, performance and business intelligence strategy. The supplier will primarily mentor and coach nominated Council employees, but also provide specialist, strategic, technical advice and support through two pieces of proof of concept work to bring data together from multiple line of business systems. Data should ultimately be presented through an intuitive and easy to digest business intelligence dashboard view, to facilitate the adoption of performance and business intelligence into our business as usual. The supplier will be expected to support the Council in creating the environment that facilitates near real-time performance management including adoption of predictive analytics and data science. The supplier will need to fully understand the vision, values and challenges of the Council and be able to make recommendations in the context of what the Council is trying to achieve and the type of organisation it is seeking to be. It is anticipated that the supplier will undertake a desktop exercise, to establish the Council's current data position, and its vision. The supplier must demonstrate proven experience in delivering digital transformation with a core focus on data projects, and realistic examples of adoption in similar local authority settings. The supplier should demonstrate methodology to be used during the engagement and an estimated timeline for undertaking the work, including availability.
