There are five time-limited APMS GP contracts and one fixed term GMS Contract in Mid & South Essex that are due to expire on 31 March and 30 June 2023. The practices deliver primary medical services to a combined registered actual patient population of 54,972 (as at 1 April 2022). NHS MSE ICB is seeking input from interested organisations to take part in a pre-procurement Market Engagement Event in relation to the re-procurement of each of these contracts, which will be held virtually as a webinar and broadcast via Microsoft (MS) Teams. The format of the event will be a presentation from the commissioners followed by a Q&A. The information gathered will inform the approach to the procurement process. The ICB has determined that there is a need for services to remain at the existing sites and therefore in order to ensure that there is no interruption to patients' continuity of care and access requirements, and is therefore undertaking a single one-stage procurement under the Light Touch Regime for all six contracts, with each acting as a separate and individual 'lot' and subsequent contract, to enable the mobilisation of a new provider from 1 April 2023 for five of the contracts, and 1st July 2023 for one of the contracts. Lot 1 - Y00999 - Oddfellows Health Centre & St Clements Health Centre - actual list of 11,800 as at 1st April 2022 Lot 2 - F81110 - Tilbury Health Centre - actual list of 12,178 as at 1st April 2022 Lot 3 - Y02807 - Thurrock Health Centre - actual list of 12,502 as at 1st April 2022 Lot 4 - F81206 - Commonwealth Health Centre - actual list of 5,740 as at 1st April 2022 Lot 5 - Y00033 - Purfleet Care Centre - actual list of 6,358 as at 1st April 2022 Lot 6 - F81684 - North Shoebury Surgery - actual list of 6,394 as at 1st April 2022 The ICB is procuring all six lots as APMS contracts due to the time limited nature of them and flexibilities that they permit in terms of bidding audience e.g. whole of the market and the ability to agree the reporting schedules enabling KPIs that support delivery of the Long-term Plan and facilitates and enables the development of "at scale" provision through the PCN model of delivery. In line with the strategic aims for Mid & South Essex ICB, the system is committed to deliver primary care on a standard contract term to allow for delivery at scale and innovation by offering longer term arrangements. It is proposed that each contract will be awarded for a period of 15 years; Lots 1 to 4 and Lot 6 from 01/04/23 - 31/03/38, and Lot 5 from 01/07/23 - 31/03/38. The indicative date for the ITT to be released is 3rd October 2022.
