The purpose of this tender is to enable the Comhairle to select suitable contractors for inclusion within a Buildings Property Maintenance and Reactive Repairs Framework Agreement. The Comhairle will select contractors deemed suitable to meet the requirements of the service. The framework includes a range of Lots, responses to which will be categorised as follows: Reactive Repairs and Low Value Works (Not exceeding GBP 1000) Minor Maintenance and Planned Work (Over GBP 1,000 and up to GBP 50,000) The Scope of Requirements explains the provisions in detail.
To inspect and maintain a variety of access control equipment within Comhairle owned properties across the Western Isles, including cctv, swipe access, video entry, audio entry and similar. Suppliers must be SSAIB or similarly approved with experience in Paxton security systems.
To inspect and maintain air conditioning and ventilation systems throughout the Western Isles. Suppliers must hold, as a minimum requirement, FETA accreditation or affiliation with one of it's principle associations, for example HEVAC, ADCAS or equivalent.
To inspect and maintain automatic doors throughout the Western Isles in accordance with BS EN 16005. In addition to bi-annual maintenance inspections, suppliers will also be expected to respond to emergency and non-routine calls in accordance with the conditions of the contract. Suppliers must hold ADSA or equivalent accreditation.
To inspect and maintain both oil and gas fired boiler/burner units throughout the Western Isles, and to attend to emergency and non-routine calls in accordance with the contract conditions. Suppliers must hold Gas Safe and OFTEC registrations.
To undertake a range of reactive and planned maintenance of a minor works nature throughout the Western Isles. Suppliers must be registered with NHBC or equivalent, and must also hold an appropriate Vehicle Operating Licence.
Working predominantly alongside the Comhairle's IT team, suppliers will be required to assist with small scale IT upgrades within Comhairle owned properties across the Western Isles. Suppliers must be approved installers in Cat 5,6 & 7 cabling.
To undertake a broad range of reactive and planned maintenance works throughout the Western Isles in accordance with BS 7671. Suppliers must be NICEIC/SELECT or similarly approved.
To routinely inspect a range of fire alarm systems within Comhairle owned properties across the Western Isles, including Gent, Menvier, Kentec and Chubb. Suppliers will also be expected to respond to emergency and non routine calls as they arise. Suppliers must be appropriately accredited under the BAFE or FIA registration schemes.
To undertake annual servicing of fire fighting equipment within Comhairle owned properties across the Western Isles in accordance with BS 5306. Suppliers must be suitably approved under the BAFE/FIA registration schemes.
Work will be of a planned nature focusing mainly on the replacement of carpeting and carpeting and flooring across a range of commercial and domestic settings in and around the Western Isles. Membership of CFA or equivalent is desirable.
To undertake both reactive and planned gas maintenance work throughout the Western Isles in accordance with the Gas Safety(Installation and Use) Regulations 1998. Suppliers must be Gas Safe registered at COMCAT level.
Suppliers will be expected to undertake annual maintenance inspections of gymnastic equipment across the Comhairle's school estate. Repairs and replacement of equipment will form part of the requirement
Suppliers will be expected to provide Legionella Risk Assessments within a range of commercial and domestic properties across the Western Isles in accordance with the L8 Approved Code of Practice. Suppliers must be LCA or equally approved.
In accordance with the Lifts Regulations 2016 and BS EN 81-82, suppliers will be expected to undertake both planned and reactive maintenance to 20nr lifts within Comhairle owned properties across the Western Isles. Contractors must be LEIA / LIFTCERT or similarly accredited.
To undertake annual maintenance inspections on properties throughout the Western Isles in accordance with BS EN 62305, and to advise on remedial actions where appropriate. Suppliers must be ATLAS or similarly approved.
To undertake annual maintenance inspection of fall/arrest systems throughout the Western Isles in accordance with BS EN 795, and to advise on remedial requirements where appropriate. Suppliers must be ATLAS or similarly approved.
Work will predominantly be of a planned nature within Comhairle owned properties throughout the Western Isles. Suppliers should ideally hold PDA or equivalent accreditation.
To undertake routine pest control inspections (rodents, birds & insects) at a range of properties across the Western Isles in accordance with the Prevention of Damage by Pests Act 1949. Suppliers must be BPCA/NPTA or similarly approved.
To undertake a range of reactive and planned maintenance works throughout the Western Isles in accordance with BS 6700. Suppliers must be SNIPEF or similarly approved.
Annual inspection of portable partitions in accordance with the Health & Safety at Work Act 1974 / Management at Work Regs 1999.
Annual refurbishment of existing heating pumps within various Comhairle properties across the Western Isles. Work will include replacement of bearings, shafts, impellars, motors, seals and the like. Suppliers must only use qualified heating engineers with a minimum of 5 years’ experience in Armstrong/Grundfos pumps.
To carry out maintenance on refrigerated equipment within Comhairle properties across the Western Isles in accordance with BS EN 378-1. Suppliers must be F-gas /BRA or similarly accredited.
To undertake routine maintenance and reactive repairs to renewable technology equipment including air/ground source heat pumps, solar/pv systems, turbines and similar. Suppliers must hold MCS or equivalent accreditation.
To provide small scale steel fabrication works at a range of Comhairle locations across the Western Isles.
