Scottish Procurement is considering the establishment of a new Dynamic Purchasing System (DPS) for Digital Technology and Cyber Services to replace the current Digital and Technology Services DPS 2.0. Strategic analysis will look to develop and build upon the current DPS which is due to expire in February 2022. The current DPS provides access to a range of digital skills, including cyber expertise as well as supporting the delivery of Agile projects with lots dedicated to Digital Projects, Digital Resources and Cyber Security Services. https://www.gov.scot/publications/digital-technology-services-dynamic-purchasing-system-guide/ The lotting structure of the new DPS is anticipated to be as follows: Lot 1 - Digital Projects Lot 2 - Digital Resources Lot 3 - Digital Training Lot 4 - Cyber Security Consideration is being given to the future of any DPS in terms of scope (as listed above) and Scottish Procurement would appreciate Suppliers interested in participating to submit their views/comments, particularly in regard to the wider technology scope and continued use of a DPS for these services.
The delivery of ICT services undertaken as Digital Projects using industry recognised Project Management techniques such as PRINCE2, Agile, etc. Suppliers will also need to ensure the delivery of services with proper risk management and governance principles imbedded to the process. The anticipated services include (but not limited to) the following: Integration Services IT Managed Services Website Design and Hosting ICT Support Digital Transformation Projects User Research, Content and Design Data Analytics User Experience, Testing and Audit Additional information: Suppliers will be asked to provide 2 examples detailing their experience in the delivery of similar services as part of the application process.
The provision of Digital Resources. Typically, these services will be delivered by an individual or team of resource and may be imbedded in an organisation or provided remotely. This lot may be used to support larger projects or service delivery which are already covered under Lot 1. The anticipated services and/or role profile include (but not limited to) the following: Digital Specialists Network Advice Specialists Project/Programme Managers Web Content Designers Business Analysts User Researchers Software Engineers Data Analytical Specialists Additional information: Suppliers will be asked to provide 2 examples detailing their experience in the delivery of similar services as part of the application process.
The delivery of Digital/ICT Training either as standard ICT training courses, individual trainers, or bespoke training courses tailored to an organisation. The anticipated services include (but not limited to) the following: Standard ICT Training Courses such as ITIL, PRINCE2, AGILE, ETC Product and Service Training Courses ICT Soft Skills training Digital/ICT Trainers Bespoke design and delivery of ICT Training e-Learning training provision Training courses supporting staff whose roles are covered by the Digital, Data and Technology Profession Capability Framework: https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework The training could be a mix of in-person and/or delivered remotely. Additional information: Suppliers will be asked to provide 2 examples detailing their experience in the delivery of similar services as part of the application process.
The delivery of Cyber Security services and resources that will aim to support cyber resilience for organisations across the Scottish Public Sector. The anticipated services include (but not limited to) the following: Cyber Security Services/Specialists Information Assurance/Governance Penetration Testing Cyber Security training and Assessment Security Architecture Services Risk Assessment and Management Services Audit Review & Compliance Incident Management & Response Fully Managed Cyber Security Services such as Security Operations Centres Cyber Accreditation Services such as Cyber Essentials Plus Security Testing and Digital Forensics Additional information: Suppliers will be asked to provide 2 examples detailing their experience in the delivery of similar services as part of the application process.
