Luton has a long-standing externalised waste disposal contract, which has been in place since 2004. The contract handles around 90,000 tonnes per annum and is based on a PPP model, it is due to expire on 31st March 2024. The current contract is based on a unitary charge which covers the operations of: • Luton Kingsway Waste Transfer Station (WTS) • Kingsway Materials Recovery Facility (MRF) • Operation of 2 x Household Waste Recycling Centres (HWRCs) • Disposal of all residual waste inc. transport from WTS and HWRC • Segregating co-mingled recyclables and arranging their onward re-processing inc. haulage • Treatment of all organic green waste • Disposal of hazardous materials inc. paint, plasterboard and clinical waste • All staff required to operate the contract inc; contract manager, HWRCs and MRF ops weighbridge operator, administrators and HGV driver/s. Luton are seeking support to help determine the future business operational delivery model (options: re-instate current MRF facility or seek alternative market provision) and thereafter to develop documents for the new contract and be an integral part of the tendering exercise to ensure compliance and to demonstrate value for money.
