Consultancy services to undertake a qualitative evaluation of the Greater Manchester Warm Homes Pilot The aims of the qualitative evaluation (the consultancy services being procured by this exercise) are: • To understand the different programmes across the five local authorities and the outcomes they achieved. • To understand good practice good practice demonstrated in each pilot. • To develop learning for improvements in each pilot. • To ascertain how effectively the budget has been used in each area. • And to establish whether the pilots have achieved the outcomes agreed at the outset of the pilot.
