The primary objective of this research is to strengthen the Authority's understanding of the scale, quality and alignment of UK associated financial flows to overseas, with a focus on emerging markets and developing economies. Furthermore, it will present potential policy responses to improve tracking of UK- international climate financial flows with regards to scale, quality and alignment. This project will involve desk-based work and must deliver: 1. An analysis of the alignment of UK international finance flows with climate goals, and the overall scale of climate finance flows from or through the UK. 2. Identifying barriers to collecting and consequent data gaps regarding the above factors. 3. Public policy options for tackling data gaps, with a particular focus on Emerging Markets and Developing Economies (EMDE) reporting challenges, and for improving the integrity of alignment indicators. Due to the scope of Green Finance Strategy, and the timing of project- barriers, international green finance flows from jurisdictions other than the UK will not be assessed. The scope of the project is therefore assessment of outward financial flows from the UK, and into the UK. The report will therefore provide a summary of the following: 1. Depth and utility of existing information sources documenting UK-associated financial flows towards international climate and nature investments, with a focus on emerging markets and developing countries. 2. Effectiveness of existing indicators to assess the alignment of financial flows with climate and nature goals. Additional information: Attached is a redacted version of the contract
