Invitation to Tender for: Surrey Rehabilitation and Support Services for High Impact Complex Drinkers The joint vision of Surrey County Council and the Office of the Police & Crime Commissioner for Surrey is to re-commission a countywide service, for the health and wellbeing of vulnerable Surrey residents. Alcohol related risk, in all forms, places a significant challenge on a range of public services. High Impact Complex Drinkers (HICD) are a key contributor to a range of issues, from emergency hospital admissions and re-engagement with the criminal justice system. In an average Local Authority area there are estimated to be at least 450 high risk treatment resistant drinkers, which may cost public services a minimum £12.5 million per annum. The purpose of this service is therefore to extensively support individuals who are considered to be in the HICD category, while enabling their rehabilitation to produce better outcomes for those individuals, their families and subsequently ease pressure on health services within the county. The current contract will end on 30 September 2022. Therefore, Surrey County Council & The Office of the Police and Crime Commissioner for Surrey are re-tendering our High Impact Complex Drinkers Services to commence on the 1 October 2022. This new 7-year contract (3 years initial period, plus up to 4 years possible extension) is to be provided by one (1) provider.
