The overarching purpose of this project is to explore how Defra might evaluate the ways monitoring technologies have been implemented within the UK fishing fleet to contribute towards sustainable fisheries. Three potential areas of focus are Remote Electronic Monitoring (REM), Vessel Monitoring Systems (VMS) and the Marine Management Organisation (MMO) led Catch App.These three examples of uses of technology are all at different stages in their development and an overarching aim of the evaluation we are looking to develop is to map the progress of these technologies so that lessons can be learnt for the development and rollout of future technologies. The deliverables of this project will lay the foundations of a potential future evaluation project and will include, a systems mapping exercise, theory of change development and evaluation framework.
