Provision of Continuing Healthcare Assessments to Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board

Buckinghamshire, Oxfordshire and Berkshire West ICB (BOB ICB) currently has a mixed Continuing Healthcare (CHC) operating model. The Berkshire West CHC Service is managed in house by the ICB whilst Buckinghamshire and Oxfordshire CHC Services are managed by Oxford Health NHS Foundation Trust as an outsourced function. Following the cessation of the normal CHC functions during the peak of Covid-19 there was a build-up of CHC and Funded Nursing Care (FNC) reviews backlog. There is now a need to undertake an urgent project to clear the backlog of reviews. Therefore, BOB ICB need to commission a CHC specialist assessment and reviews support service to clear the backlog of reviews within the Buckinghamshire and Oxfordshire CHC Services. This procurement will be split into two Lots by area. Lot 1 (Oxfordshire) requires c.200 specified CHC reviews within 4 months with a maximum contract value of £125,000.00. Lot 2 (Buckinghamshire) requires c.350 specified CHC reviews within 6 months with a maximum contract value of £220,000.00. There is a possibility of extending the contract by 2 months for the Lot 1 Oxfordshire contract and 3 months for Lot 2 Buckinghamshire contract if the agreed number of reviews has not been completed due to extenuating circumstances. Both services are expected to commence in June 2023. This is a cost per case contract and the provider will be paid for each fully completed CHC review which has been ratified by the ICB. Please note that BOB ICB will appoint a different Provider in each Lot to ensure service resilience. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The contract value of this procurement is under the Light Touch Regime threshold and therefore the rules of this Regime do not apply.
