***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the Research & Insights DPS RM6126. Brief Description of Requirement Strategic Fit The Department for Business, Energy and Industrial Strategy (BEIS) leads economy-wide transformation by backing enterprise and long-term growth, generating cheaper, cleaner, homegrown energy and unleashing the UK as a science superpower through innovation. More about BEIS's policy objectives and remit is available at: https://www.gov.uk/government/organisations/department-for-business-energy-andindustrial-strategy UK Research and Innovation (UKRI) is a public body funded by BEIS. UKRI works in partnership with universities, research organisations, businesses, charities and government to create the best possible environment for research and innovation to flourish. Operating across the whole of the UK with a combined budget of more than £8 billion, UKRI brings together the seven Research Councils, Innovate UK and Research England. More about UKRI is available at: https://www.ukri.org/. BEIS intends to improve the availability and quality of evidence on RD&I ecosystems to inform decision-makers at all levels - from government Ministers to local councillors. This will include making high quality data accessible and strengthening our understanding of what works in place-based RD&I interventions. A first step towards this has been the publishing of a new spatial R&D data tool 1 . Co- developed by NESTA with BEIS, which is an interactive tool and data repository, hosting 70+ wide-ranging indicators that capture various dimensions of R&D ecosystems including public R&D, knowledge exchange and university commercialisation, private R&D and place characteristics. Both BEIS and UKRI are playing a critical role in three innovation-themed missions which the UK government has set: 1) Achieving the target for the UK to invest a greater % of GDP in R&D, 2) Making the UK a global science superpower, and 3) The Levelling UP R&D mission. Common across these missions is the need to identify and support emerging technologies, industries, clusters and regions across the UK, especially to encourage private investment and international investment in UK RD&I. Incentivising private RD&I requires an in-depth understanding of the strengths of places so that public support can be targeted accordingly. Therefore, it is vital that we get better data to understand where (and what type of) RD&I is happening in the UK. This will help to embed innovation across the country, and support BEIS' policies' aims for more places in the UK to host world-leading and globally connected innovation clusters. By drawing on geographical and sectoral strengths in places and creating markets on a scale large enough to have a global impact, more jobs will be created, with higher economic and productivity growth in those areas.
