In the recent Geospatial Commission Annual Plan, the Contract Authority set out an intention to explore whether there is a case for a collective public sector access model for Earth Observation data. A critical part of this exploration is an intention to work with partners across the public sector to pilot access to commercial, satellite-derived high resolution Earth Observation data and services to see whether a high number of established and emerging use cases can be fulfilled via a collective specification for Earth Observation data and services and an access model that addresses barriers to uptake and use across the UK public sector. A longer term collective access model has the potential to generate efficiencies on separate, duplicative procurements across the public sector, and this opportunity has been designed to test the degree to which requirements overlap and the technical feasibility of such an approach
