The overarching aim of the research is to support desired outcomes from the 2020 Green Book review by understanding current appraisal practice and identifying barriers to implementing the changes required in transport business case development. This will support the Department in identifying actions which will encourage the development of coherent and well-evidenced business cases which demonstrate how transport spending proposals will contribute to meeting Government's strategic objectives and provide a robust assessment of the overall value for money of the proposed investment.
