This is a Pre-construction service agreement (PCSA) - Incorporating the JCT Pre-Construction Services Agreement (General Contractor) 2016 edition with amendments for the proposed construction of the ECMWF New Headquarters Building at Whiteknights Campus, University of Reading, Berkshire. The successful Contractor will prepare, develop, and complete the detailed designs proposals for the Works, including but not limited to construction drawings and specifications on the basis of open book costs that satisfies the Employer's stated outcomes and cost benchmark in accordance with the scope outlined within the PCSA. The Contractor shall be responsible for identifying, procuring and appointing all designers, specialists, sub- contractors and the like as required to carry out the Works in accordance with this Scope of Services and the Employer's Requirements. The Contractor will lead, manage and deliver the Net Zero Carbon (NZC) deliverables as set out in the Employer's Requirements. Employ, manage and ensure appropriate Specialists to carry out these works. Such specialists are expected to include a NZC Strategic Lead and a dedicated Carbon Manager with a focus on both embodied and operational carbon.
