***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS RM6126 Research & Insights DPS. Brief Description of Requirement The Department for Energy Security and Net Zero (DESNZ; formally BEIS) would like to run an evaluation of the £65m Met Office Hadley Centre Climate Programme (MOHCCP). This will be the first HM Government (HMG)-commissioned quantitative evaluation of this climate programme. DESNZ places high importance on independent impact evaluation and considers this a priority area. Project outputs will enable the Department to ensure the MOHCCP delivers value for HMG spend. Established in 1990, the Met Office Hadley Centre is one of the world's foremost climate research centres. It provides a significant contribution to the UK's climate science capability, alongside the leading science produced by research centres and academic institutions across the UK. The MOHCCP provides HMG with timely, robust and policyrelevant evidence and advice on issues relating to climate science. The MOHCCP also contributes to major international climate science initiatives such as the Intergovernmental Panel on Climate Change Assessment Reports (see Sub-section 2 below for further details on the MOHCCP). We ask that bidders compile a tender to develop a high-level theory of change for the MOHCCP, going on to evaluate the benefits and impacts of the completed 2018-2021 climate programme. The project will focus on the MOHCCP only and its benefits to the UK but must consider both the domestic and international impacts of these programmes. Information from this project will be used to plan the 2024-2027 MOHCCP workplan and help the Met Office and the Department for Science, Innovation and Technology (DSIT) prepare for the next Spending Review by feeding into a wider economic evaluation of the Met Office's services.
