TfWM and Midlands Connect (on behalf of the DfT) require the production of a National Outline Business Case and financial model to follow up on previous work undertaken related to contactless ticketing and best value capping (cEMV technology). This project will consider the Regional Broker Solution (produced in 2019) as the proposed national solution. DfT will be the ultimate client for the National Business Case and has requested an Outline Business Case (OBC) reflecting the wider national scope to be submitted for approval within their assurance process. The project itself will be managed and funded by Midlands Connect. The specific requirements for this Business Case are detailed below: 1. Strategic Case- Create a national scope and document the existing arrangements across England and Wales. Review the risks, constraints and dependencies and amend to cater for the wider scope. 2. Economic Case- Refresh the options, which previously focussed on alternative methods of delivering the functionality to consider alternatives, including one Operator taking the lead on the solution. 3. Commercial Case- Reflect the progress made with Coral and update the commercial arrangements necessary with other transport bodies. 4. Financial Case- Incorporate financial changes from the CBA into the financial position. 5. Management Case- Updated to reflect the necessary controls for a national scheme, including the involvement of other transport bodies when being onboarded. This contract award has been made via CCS Management Consultancy Framework Three (MCF3 RM6187), Lot 8 (Infrastructure including Transport).
