Part 3 of the Traffic Management Act 2004 (TMA) introduced Permit Schemes to better manage activities on the public highway and to improve Authorities' abilities to minimise disruption from street and roadworks.\r \r The Dorset Council Permit Scheme was therefore developed in accordance with the powers provided in Part 3 of the Traffic Management Act 2004 ('TMA') and the Traffic Management Permit Scheme (England) Regulations 2007 ('the Regulations'), Statutory Instrument 2007 No. 3372 made on 28 November 2007, as amended by the Traffic Management Permit Scheme (England) (Amendment) Regulations 2015, Statutory Instrument 2015 No. 958 made on 26 March 2015 ('the Regulations') and was introduced as of the 15 January 2020.\r \r The Dorset Council Permit scheme places a duty on any works promoter proposing specified activities on a specified street within the scope of the scheme to obtain a Permit to undertake their activity.\r \r The Dorset Council Permit Scheme objectives will support the Authorities' Network Management Duty in relation to the following key factors:\r \r • Enhanced coordination and cooperation\r • Encouragement of partnership working between the Permit Authority, all Promoters and key stakeholders\r • Provision of more accurate and timely information to be communicated between all stakeholders including members of the public\r • Promotion and encouragement of collaborative working\r • Improvement in timing and duration of activities particularly in relation to the busiest streets within the network\r • Promotion of dialogue with regard to the way activities are to be carried out\r • Enhanced programming of activities and better forward planning by all Promoters\r \r Dorset Council are seeking a provider to support the council's responsibilities to manage (only) the Dorset Council Permit scheme. We have used this hybrid model to support the management of the Dorset Council Permit Scheme with Service providers since its implementation in January 2020.\r \r The requirements of the contract will be for a service provider to support the delivery of the Dorset Council Permit Scheme. The Contract will be for an initial 3 year period with an optional 1 year extension.
