Ofgem is required to run a tender exercise for all offshore transmission projects that qualify under the OFTO Tender Regulations 20151. The next offshore tender round - Tender Round 12 (TR12) - Ofgem is launching in February 2025. Provision of professional technical advice will be crucial to ensuring that a robust tender process takes place for TR12 and without this, Ofgem will be unable to run an effective tender process for this tender round. To facilitate a robust tender evaluation process, Ofgem requires the services of a supplier on various aspects of the tender and transaction process. The supplier will provide technical advice on the bid evaluation process and advise on the transaction process (as necessary) once Ofgem has appointed the preferred bidder. Ofgem has identified specific activities that the supplier will be advising on during this process: * Enhanced Pre-Qualification (EPQ) and Invitation to Tender (ITT) stages: provide technical review/analysis of bids and advice to Ofgem on which bidders should proceed to the shortlist and ultimately become the preferred bidder. This will include undertaking the evaluation process for both stages and working closely with the financial and insurance advisers as necessary to ensure a robust and thorough outcome. * Preferred Bidder to Licence Grant Stage (Transaction Stage): provide advice as necessary throughout this stage of the process. The nature of the Transaction Stage is such that the input from the supplier will be dependent on any project specific nuances/issues that may arise. * Virtual Data Room (VDR) Milestone Completeness Reviews: at key moments during the lifetime of the tender process, Ofgem will require the supplier to review the contents of the project specific VDR. At a minimum this will see a review undertaken prior to the ITT stage commencing, with the supplier's recommendation on this assisting Ofgem to decide whether it would be appropriate for said ITT stage to commence
