Suppliers can apply to join an active DPS at any time during its operating period. Successful applicants are eligible to bid for individual call-off contracts.
Surrey County Council, NHS Surrey Heartlands Integrated Care Board and NHS Frimley Integrated Care Board (referred to as the “Commissioner”) are undertaking a joint procurement under the Light Touch Regime (regulation 74 of The Public Contracts Regulations 2015) to identify suitably qualified providers for a Care and Support with Community Accommodation Dynamic Purchasing System (DPS). The DPS will comprise 8 lots as listed below: Lot 1 Level one LDA Supported Independent Living Lot 2 Level two LDA Supported Independent Living Lot 3 Level one PDSI Supported Independent Living Lot 4 Level two PDSI Supported Independent Lot 5 Level one Mental Health A Place to Call Home Lot 6 Level two Mental Health A Place to Call Home Lot 7 Level one Mental Health Support to Recover Lot 8 Level two Mental Health Support to Recover Both current and new entrants to the market are encouraged to join the new DPS. This DPS also includes five indicative ‘Ghost Lots’ (place holders for future provision the Council may want to purchase under this DPS), these lots will not be available at the beginning of this DPS and are currently placeholders for a future requirement which may become available under the DPS. The Council reserve the right to present this lot to bidders in the future, and qualification criteria and detailed specification will be provided at that time. These ‘ghost lots’ are: Lot 9: Shared Lives WAA (Working Age Adults) Lot 10: Scheme-wide Care and Support (WAA) Lot 11: Independent living from age 16 years (WAA) Lot 12: Multi-disciplinary bespoke packages (WAA) Lot 13: 100% Health Funded / CHC (WAA)
Care and Support with Community Accommodation for people whose primary needs relate to learning disability and/or Autism.
Care and Support with Community Accommodation for people whose primary needs relate to learning disability and/or Autism, and who meet the additional requirements for Lot 2: Level two support.
Care and Support with Community Accommodation for people whose primary needs relate to physical disabilities and/or sensory impairments.

Care and Support with Community Accommodation for people whose primary need is a long-term and enduring mental health problem. Level one is for people who are less complex e.g., they don’t need waking night support.
Care and Support with Community Accommodation for people whose primary need is a long-term and enduring mental health problem. Level two is for people who have a high level of need/complexity. Examples of high complexity could include (but is not exhaustive) people with multiple health needs, self-harm, forensic needs under part 3 of the Mental Health Act, hoarding, neurodiversity and/or substance use.

These services are medium-term to help people recover and to become more independent with support. The indicative timescale for length of stay would be 18-24 months unless stated otherwise as part of the assessment and review process with budget holder and supporting agencies.
