Hampshire and Isle of Wight Constabulary (HIOWC) is seeking suitable suppliers to establish a Photography Services Framework for Officers and staff to call off from throughout the term of the framework agreement. The aim of the Photography Services Framework is to have suppliers who can provide a photography service in and around Hampshire and the Isle of Wight as needed, or on a project-by-project basis. The frequency and volume for professional photography service requests by the Constabulary will be dependent upon the number of events, activities, and projects. As one of the largest Forces within the UK, HIOWC require Professional Photography Services of the highest standards to promote the Constabulary's developments, news, events, and their community. There are also requirements relating to formal awards ceremonies and where the Force needs to show what it is doing and why to the public and its employees, as well as to attract different people with different skills into policing. These are promoted in the media, among the general public, on social media platforms and within the Forces networks with Photography Services usually being required by the Marketing and Communications department but is also required by HIOWC colleagues across Hampshire and the Isle of Wight. The Photography Services Framework will be split into two separate Lots: Lot 1 - Portrait & Award Ceremony Lot 2 - Digital Communications HIOWC propose to have four suppliers under each Lot. The framework call-offs will be awarded as follows: (a) For any Photography Service commissioned with a value below £500 for each individual commission, the HIOWC Officer will choose any supplier under that Lot. (b) For any Photography Service commissioned with a value of £500 or above for each individual commission, the HIOWC Officer will contact suppliers in ranked order (highest ranked first) until the service can be fulfilled. The criteria for the ranking will be determined in the tender. If none of the ranked suppliers are able to meet the requirement it may be necessary to go to an independent photographer outside of the framework to meet the Forces needs. The Force is looking for the framework to commence around 1st December 2023 and will be for a period of 2 years with the option to extend for an additional period of up to 2 years (+1+1), however, this may be subject to change.
