HMRC has an ongoing requirement for a managed forensic science analysis service to support investigations in all operational areas, throughout the UK mainland and Northern Ireland. In 2016 a contract was awarded to Topspeed Couriers (Lot 5 Hydrocarbon Oils). In 2018, a contract was awarded to Topspeed for the transport of digital exhibits for forensic examination at our laboratory. This contract expired on 30 April 2019 and a one year extension was granted. In May 2020 the contract was again awarded to Topspeed Couriers which expired in May 2022 and a one year extension was granted. When the current extension expires we will need to have a Forensic Courier Services in place whether it it the incumbant or new contractor. We require the secure transportation of seized digital items between nationally dispersed FIS property stores and two C&DF laboratories. The laboratories forensically examine the seized digital items to aid in criminal investigations. We 2. Yes - Previously Approved through Sign on SIgn off Cost Centre Code (if applicable): 500320 need the exhibits transporting to the laboratories because the laboratories have the specialist knowledge and secure facilities to enable the work to be carried out. We have our own inhouse Crime Scene Investigation team who will also require the courier service to transport forensic evidence such as fingerprints and DNA to laboratories to be forensically analysed. The budgetary control for forensics expenditure and technical management of the forensic contracts remains the responsibility of the Forensic Support Hub within Digital Support & Innovation, Fraud Investigation Service.
