This request is for a tender exercise for a contract to provide a Dangerous Goods Safety Adviser (DGSA) service. HMRC Road Fuel Testing Units are involved in the seizure and transportation of hydrocarbon oils, which are classed as dangerous goods. European law requires that organisations transporting such goods appoint a DGSA to advise on and monitor the organisations activities in this regard. HMRC has certain exemptions granted by the Health & Safety Executive that also require the appointment of a DGSA. HMRC are obliged to comply with these requirements and, as this is a specialist service, do not have the required expertise in-house. HMRC therefore requires the appointment of a specialist DGSA who will provide the Department with expert advice, where required, regarding the handling, storage and movement of dangerous goods, in this case hydrocarbon oils.
