Historic England is the public body that helps people care for, enjoy and celebrate England's spectacular historic environment. Skills development and the capacity of the sector are central to Historic England's Corporate Plan 2023-26. It prioritises Levelling Up so that 'economically and socially disadvantaged places become more prosperous due to investment in their heritage, and in the skills required to sustain it' and inclusion, diversity and equality, working towards a heritage sector that is more inclusive and benefits from greater diversity. These aims are at the heart of the Hamish Ogston Foundation Programme. Historic England and The Hamish Ogston Foundation are in the third year of delivering the 5-year Heritage Buildings Skills Programme in the North of England (Phase 1 HOF Programme North, see Annex 1 for further details). We are now seeking the input of a consultant to advise on our future work together which will look to extend the current HOF Programme North to at least 2030 with a seven-figure investment. This is Phase 2. Delivery of Phase 2 must result in a sustainable model for vocational heritage skills training beyond the end of Phase 2. The key aim of this research is to develop a viable plan for this. The Phase 3 Sustainable Model will continue to deliver much-needed heritage skills training, while reducing the programmes reliance on philanthropic and other external funding. Tendering consultants should carefully read the attached document "Consultancy brief: Sustaining the Hamish Ogston Foundation Heritage Building Skills Programme's activities and impact" and accompanying annexes, which together lay out the scope of the work to be undertaken, with essential background and contextual information.
