The TRU programme is a full route modernisation of the North TransPennine Route (NTPR). The NTPR is the primary east-west rail link across the North of England, from York to Manchester via Leeds and Huddersfield. The TRU is a major rail infrastructure enhancement programme. Assessing to what extent the programme has been successful in achieving its aims will require evaluation which goes beyond monitoring outputs delivered, to understand the outcomes and impacts for passengers, the wider rail sector, society, and taxpayers.
