Campus Division (https://www.bristol.ac.uk/campus-division/) have recently published their Data Plan (copy available on request) - which is a strategic vision for better data management and use across the division. We now want to raise the level of data literacy across the division, thus improving the quality and return on investment of our data products. By "data literacy" we mean the ability to read, write and communicate data in context, including an understanding of data sources and constructs, analytical methods and techniques applied, and the ability to describe the use case, application and resulting value. Further, data literacy is an underlying component of digital dexterity - an employee's ability and desire to use existing and emerging technology to drive better business outcomes. We will want a supplier to deliver a comprehensive training course for our Heads of Team and Data Champions. This amounts to approximately 50 individuals. We hope the course will take place over an extended period, requiring intermittent in-person classes for participants. We also hope for the course to address the culture-change required to become a more data-focused organization. Note that the expectation is delivery of the solution using either a proprietary (or non-proprietary) platform to assess pre and post delivery capability at a user level. How will we measure success? Our staff will be more confident interpreting, challenging and communicating using data. Colleagues should receive an accreditation which is recognized by the Continuous Personal Development Certification Service or similar. At this stage we want to gauge the supplier market to establish the range of suppliers and their capability to deliver the above. The level of supplier capability we will require is a proven track record of delivering a substantially similar training solution in the higher education sector. The data gathered may then be used to compile a supplier list of potential tenderers for a competition later in the year.
