4-year Fellowship - endpoint toxicity for a mixture of chemicals
This research project being tendered links to the FSA Strategy 2022-2027. This strategy is based around the FSA’s mission, food you can trust, alongside three key pillars: food is safe; food is what it says it is; food is healthier and more sustainable.
The proposed project focuses on the first pillar, that food is safe, and by generating a new scientific case study focused on the assessment of mixtures of chemicals using in-silico and in-vitro New Approach Methodologies (NAMs), it will enable us to further protect consumers from chemical hazards and enable consumers to be empowered to make informed choices around the food that they eat.
The Chemical, Radiological and Allergy (Food Hypersensitivity) Research and Evidence Programme (ChemRA REP) is a wider programme of work, under which this research project will sit. This research programme covers one of the FSAs Areas of research interest | Food Standards Agency (ARI) and sits under research priority two: chemical, radiological, and food hypersensitivity risks. Chemicals are present in food and feed whether they are added intentionally, the result of contamination, malicious intent, or simply naturally occurring.
The main aim of this Research Programme is to conduct research on these chemicals, which may be present in food and feed.
This research aligns with the FSA’s second Area of Research Interest on chemicals, specifically addressing the question: What new analytical tests or novel approach methods can we use to assess these hazards and their impact on consumers?’. The goal of this project is to use in-silico and in-vitro NAMs to assess the hazards from chemical mixtures in food, and their impact on consumers, from assessing human relevant endpoints. The project also aims to develop cross government collaboration by aiming to improve data systems, encourage collaborative working, and enhance scientific capability across government departments.

The Learning & Development function at RSH is responsible for enabling colleague capability, compliance and professional development across the organisation. It delivers a structured programme of learning opportunities, including mandatory training for all staff (such as health and safety, data protection and cyber security), alongside wider development covering leadership, inclusion and role-specific skills. The function also supports the identification of skills gaps, provides learning consultancy, and manages learning systems and platforms. As part of a transition to a new Learning Management System (LMS), RSH is moving towards a more centralised and flexible approach to learning delivery, requiring accessible, high quality digital content that can be effectively managed and deployed internally.
RSH is seeking to engage the market to inform the potential procurement of a digital learning content library to support the delivery of mandatory and developmental training for all colleagues. The requirement is for high-quality, off-the-shelf digital learning content, with a particular focus on covering core compliance areas (such as health and safety, data protection and equality, diversity and inclusion); content related to leadership and workplace professional skills is also of interest.
The content will be hosted and deployed via RSH's Learning Management System (LMS) and therefore must be compatible, easily accessible and capable of being managed internally. RSH is particularly interested in solutions that offer flexibility, including the ability to tailor or edit e-learning content and assessments where required. The in house team have access to Articulate 360 to facilitate this, but content authored using alternative tools are acceptable as long as capability is provided for editing the content and assessments.
The solution is expected to provide a scalable and user-friendly experience for all colleagues, with appropriate licensing arrangements to support organisation-wide access, as well as administrative functionality for a small number of internal users responsible for managing and maintaining content. We would expect vendors to ensure learning content is maintained and updated to reflect changes in legislation and best practice, as these evolve. We are interested in learning content in a variety of different formats (e.g. video, e-learning) but would expect a core offer of e-learning with in built assessments to meet our compliance requirements of staff.
RSH is particularly interested in understanding the availability of content-only solutions within the market.
Key Requirements include:
• Content that can be hosted and deployed via RSH's LMS; where this is in the form of e-learning this must use SCORM technical standards
• Ability to manage content and assessments internally, including potential for editing or tailoring where required
• Coverage of core topics such as H&S, data protection, EDI and leadership skills
• Content aligned to recognised standards - health & Safety related content must align with relevant accreditations (e.g IOSH and/or RoSPA) and all content must reflect current UK legislation.
• Scalable access for up to 400 colleagues with appropriate administrative functionality for up to 5 users
• User-friendly and accessible content (e.g. aligned with accessibility standards such as WCAG2, including accessibility for neurodiverse learners).
RSH is currently considering potential procurement routes for this requirements and is using this pre-market engagement to inform the most appropriate and proportionate approach.
Initial options include the use of an existing compliant framework such as Crown Commercial Services frameworks (for example RM6219 Learning and Training Services DPS), or undertaking an open market procurement. Early analysis suggests that while frameworks may offer a compliant and efficient route, there may be limitations in identifying suppliers that specialise in editable, content-only digital learning libraries.
RSH is therefore seeking feedback from the market to understand supplier availability, capability and preferred routes to market, including whether suitable providers are represented on existing frameworks. The outcome of this engagement will inform the final procurement approach, ensuring it delivers value for money, proportionate competition and access to the most appropriate supplier base.

As part of its commitment to providing an effective and efficient service, in support of forces in keeping the public safe, NPAS is exploring the use of BVLOS RPAS to form part of its future blended fleet.
An initial trial has concluded, in which airborne radar systems were operated so they may be evaluated for suitability as part of a detect and avoid system.
This new request for information seeks to understand options, which may be available for the rapid insertion (within 3 years) of this technology, operating in non-segregated airspace in support of units on the ground and over both congested (urban) and non-congested (rural) areas. “Congested area” in relation to a city, town or settlement, means any area, which is substantially used for residential, industrial, commercial or recreational purposes.
