The council seeks to award a contract to deliver treatment and recovery support for adults aged 18 and over who live in Islington and have drug and/or alcohol related treatment and support needs. The council requires one provider to deliver this service. The service must be registered with the Care Quality Commission (CQC) and will be subject to CQC regulation and inspection. Service model The service will deliver a comprehensive, integrated drug and alcohol treatment system, including: • Evidence based treatment and recovery support Delivery of safe, effective and evidence based interventions in line with national guidance, including the UK Clinical Guidelines on Drug Misuse and Dependence, National Alcohol Treatment guidance and NICE recommendations. This will include, as a non‑exhaustive list, psychosocial interventions, prescribing and pharmacological treatment, harm reduction, opioid substitution therapy, community‑based and inpatient detoxification, residential rehabilitation pathways, and support for people with harmful alcohol use, as set out in further detail in the Service Specification. • Integrated and coordinated care Coordination of care across partner services, including health, criminal justice, community safety, housing, social care and other relevant statutory and voluntary sector organisations, to ensure people receive timely, joined up support. • Recovery, inclusion and peer support Interventions that promote long term recovery, social inclusion and access to peer support, helping people achieve and sustain positive outcomes. • Workforce development and system leadership Provision of training, advice and specialist support to staff and volunteers across statutory and voluntary sector services, strengthening local capacity to respond effectively and safely to drug and alcohol related need.

WP15.03 Old Oak Common Lane (OOCL) - Highways (incl. Utilities) & IEP Depot Temp. / Permanent Road & Retaining Wall Scope of Works: Working in partnership with HS2, the BBVS Joint Venture is responsible for the final design, construction, and commissioning of the HS2 Old Oak Common station in West London. The station is the London interchange station of the UK's second high-speed railway. It will be located on the site of the now demolished Old Oak Common Railway Depot, bounded by the Crossrail Depot to the north, the London Overground West London line to the east, the Intercity Express Programme Depot to the south and Old Oak Common Lane to the west. HS2, Great Western Main Line (GWML), Crossrail and Heathrow Express services will be served by the new Old Oak Common Station. HS2 Old Oak Common Station will provide a state-of-the-art gateway to London and the wider area, with efficient intermodal interchange with rail, taxi, cycle and pedestrian modes. Old Oak Common Lane highways package involves all the lowering, widening and realignment of the Old Oak Common Lane highway, inclusive of temporary / permanent access routes, removal of redundant utilities, installation of final utilities and civils works along Old Oak Common Lane and Wells House Road (incl. retaining walls). BBVS is seeking to contract under NEC3 Option A with a contractor to deliver Old Oak Common Lane highways package of works that includes the following elements in summary: i. IEP Depot temporary & permanent access route (incl. retaining wall construction / realignment) ii. Old Oak Common Lane highway lowering, widening & realignment (incl. street furniture, lighting and signage) iii. Removal of all redundant utilities within the highway iv. The Theory Test Assessment Platform (TTAP) underpins the digital delivery of DVSA’s Theory Test Service and includes a Content Management System (CMS) for creating and maintaining the theory test question bank (with version control and secure configuration of question packs). It provides an assessment platform managing the end‑to‑end test lifecycle: ingesting booking data and securely transmitting it to test centres; delivering the correct test to candidates; and forwarding results to DVSA’s CRM. The platform produces detailed candidate interaction data for reporting, performance analysis, and fraud detection, and includes regular security updates and operational management. The service includes continuous improvement and innovation in collaboration with DVSA and supports both the national Test Centre Network (TCN) and In‑House Theory Test Centres (IHTTCs). Pagabo Limited, acting as an agent of YPO is seeking to establish a Closed Framework to combine the scopes of the National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation, replacing the existing two Frameworks. The current Civils and Infrastructure Framework is set to expire May 2026, the current Demolition Framework is set to expire upon execution of this procurement. It is proposed that this new Framework will be for a four year term from September 2026. The Framework intends to appoint a number of Contractors to provide a full range of Civil Engineering and Infrastructure works, Demolition works and Land Preparation works. The resulting Framework will be UK wide and will be available to all Public Sector Bodies. The aim of the service is to support people of all ages with illicit drug and / or alcohol support needs, including those affected by the substance use of another person, in Southwark to prevent and reduce harm from substance misuse through to living a life free from substance-related harm, which shall be achieved through the provision of effective, evidence-based, high-quality drug and alcohol prevention, treatment and recovery interventions. The service aim shall be achieved through a goal-driven focus on delivering the treatment and recovery ambitions of the drug strategy as well as locally identified ambitions including: i. Increasing the numbers of people of all ages with drug and / or alcohol support needs in treatment through improving access to treatment, building capacity to support more people to engage with treatment and removing barriers to accessing care. This shall include a focus on increasing the number of people leaving prison with a drug and / or alcohol support need who engage with the service within 21 days of release. ii. Increasing the numbers of people of all ages who make progress in treatment including reducing the frequency, duration and volume of substance use, increasing the retention of people in treatment and increasing the number of people who successfully complete treatment. iii. Reducing the impact of illicit drugs and / or alcohol on people of all ages affected by the substance use of another person through the provision of an appropriate support offer. iv. The delivery of a comprehensive early intervention and prevention offer to build awareness amongst children and young people about the harms of drug and / or alcohol use, helping to prevent and reduce harm. v. Working collaboratively with the Recovery Support Service for Substance Use to promote engagement with peer recovery networks as part of an inclusive recovery city approach in Southwark to promote visible recovery, challenge stigma and integrate recovery support into everyday community life. The council is seeking to work collaboratively in partnership with the provider to deliver the vision for drug and alcohol treatment and recovery services in the borough. The council’s key requirements of the provider are outlined as follows: i. This notice invites suppliers to submit tenders for the establishment of an open framework for the provision of Community Accommodation Services (CAS). The framework will be established in accordance with section 49 of the Procurement Act 2023 and will operate as an open framework, allowing suppliers to be admitted at initial establishment and at planned reopening points. CAS comprises the provision of temporary accommodation and associated support for individuals leaving custody or serving sentences in the community. The services support public protection, offender management and resettlement outcomes, including the prevention of homelessness on release. CAS is not intended to provide settled accommodation or replace the statutory duties of local authorities. It operates as a bridge back into the community, proportionate to the level of risk presented. Accommodation is the core service, with varying levels of support depending on service type. The framework will be structured into the following lots: • Lot 1: Independent Approved Premises Accommodation and Support 24 hour staffed community residences that provide temporary accommodation and close monitoring for high-risk prison leavers and people on probation. • Lot 2: Accommodation and Support Community accommodation and support for individuals leaving custody, released from court on bail, and other cohorts. • Lot 3: Temporary Accommodation and Floating Support Short term transitional accommodation for prison leavers at risk of homelessness with a basic floating support service. • Lot 4: Alternative Community Accommodation with Support Services Delivery of community accommodation and appropriate support services for individuals within the criminal justice system with alternative service needs. Each lot will operate independently and all suppliers that meet the Conditions of Participation and satisfy the award criteria for the relevant lot may be admitted to the framework. Admission to a lot does not confer exclusivity and does not guarantee the award of any call off contract. Suppliers admitted to a lot will be eligible to compete for call off contracts awarded under that lot. Call off contracts will ordinarily be awarded through competitive selection processes between suppliers appointed to the relevant lot, in accordance with the Procurement Act 2023. The Authority reserves the right to award a call off contract without further competition where permitted under the Procurement Act 2023 and where the procurement documents set out the applicable circumstances, core terms and objective mechanism for supplier selection. The rules governing framework operation, reopening arrangements, direct award and call off competition procedures will be set out in the procurement documents. Procedure and conditions of participation The procurement will be conducted under the light touch regime using an open procedure. Conditions of participation will apply to the framework establishment stage only and will be proportionate to the subject matter of the framework. The Conditions of Participation set out in the procurement documents will provide the benchmark requirements that suppliers must meet to be admitted to the framework. Only suppliers admitted to the framework will be eligible to compete for call off contracts. Conditions of participation will relate to supplier suitability, legal standing, financial and economic standing, and technical and professional ability. Consortia and subcontracting arrangements will be permitted, subject to the Conditions of Participation. The estimated maximum value of the framework is £2,000,000,000 (excluding VAT). This represents the potential aggregate value of contracts awarded over the full duration of the framework and does not constitute a commitment to spend. United Utilities Laboratory Services require a courier service for the transportation of samples from sites across the Company to the central Laboratory at Lingley Mere (Warrington) on a daily basis. It is a requirement of OFWAT (The Water Services Regulation Authority) that the Company constantly undertakes analysis of water/waste water samples from various sample points throughout the North-West Region. Water Quality Officers, Network Owners, Wastewater Operatives, Trade Effluent Officers, Agricultural Advisors and Project Staff obtain the samples requiring analysis. Samples are left at drop off points for collection by the dedicated courier in a refrigerated van. Samples need to be transported under refrigerated conditions to ensure that they are maintained at a temperature of between 2 and 7 degrees centigrade. It is a requirement to maintain evidence that this has been achieved to enable United Utilities to adhere to regulatory requirements with respect to the transportation of accredited samples under the Environment Agency's Monitoring Certification Scheme (MCERTs), Drinking Water Test Specifications (DWTS) and ISO 17025. On collection, the courier takes the samples to a Sample Registration Centre (SRC) or directly to Lingley Mere Laboratories Sample Reception. An additional dedicated courier service is then required to operate between the SRC's and the Laboratories at Lingley Mere, where required. Consignment Notes or Delivery Notes detailing the sample load carried and all other required information to the Laboratory at Lingley Mere are part of the hand-over procedure at the SRCs and the Laboratory. These are currently in paper form, the Company would like to move this to an electronic format, where reports should consist of (minimum requirement): • Sample bottle barcode number • crate barcode number • vehicle registration • collection date and time • collection location • time samples dropped off • location of sample drop off Route optimisation will also be a requirement of the tender, with bidders expected to demonstrate how routes will be optimised to ensure efficiency, reliability, and timely delivery of samples while maintaining required temperature controls. The London Borough of Sutton aims to transform the borough into a sustainable, green community by 2027, with the delivery of a robust Electric Vehicle (EV) Strategy as a key priority. This project focuses on the implementation of EV charging solutions at approximately 40 pre-selected off-highway sites, including surface and multi-storey car parks, public parks, and leisure centres. The Council's objective is to provide an initial installation of approximately 180+ chargers (based on anticipated bay allocations) to support residents, local businesses, and the transition of the Council's own vehicle fleet, thereby facilitating a borough-wide reduction in carbon emissions. The Council requires a partner for the full life cycle delivery and management of this infrastructure under a concession contract model, which will involve a shared ownership and funding approach. The council recognises an opportunity to work with a partner to raise income and optimising this is built into the evaluation criteria. The selected contractor will be responsible for the entire EV delivery process, including feasibility and detailed design, supply and installation, and 24/7 back-office operation and support of the charging network. Additionally, the scope includes comprehensive routine and reactive maintenance to ensure the infrastructure remains reliable and modern, alongside the development of a long-term roadmap for network expansion through 2030 and beyond.

The competition is being run by Birmingham Solihull Procurement Collaborative on behalf of Birmingham Mental Health Learning Disability and Autism Provider Collaborative.<br/><br/>Reach Out (RO) is the West Midland’s Adult Secure Provider Collaborative and provides the oversight and quality assurance for specialised mental health services across the region for medium and low secure adult inpatient services for mental illness, learning disabilities and autism, and specialist community forensic teams for mental illness.<br/>The aim is to commission 15 medium secure beds and 30 low secure beds, within the West Midlands region, preferably on a single site. These are expected to be a mixture of acute and rehab beds based on demand in keeping with patient’s best interests.<br/><br/>The Expected service commencement date is 1st of April 2027 and the duration of this contract will be 3 years, plus 2 x 1 year extensions.

In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. The Requirement is to procure DEXIS IXS sensors which have already been ‘whitelisted’ for use within existing MOD IT infrastructure. Estimated quantities: 687 units The DEXIS IXS sensor has been MOD directed due to compatibility with existing MOD IT systems. Introducing alternatives would require extensive IT re integration resulting in significant additional cost, delay, and delivery risk. LSL is therefore proceeding via a Direct Award in accordance with the Procurement Act 2023. Under Condition 41, Schedule 5 (Direct Award Justifications), “Changing supplier would create disproportionate technical difficulties, incompatibility risks and Significant delay. “These conditions would apply if an alternative to the DEXIS sensor were introduced. For clarity, the reference to “changing supplier” within the Procurement Act 2023 relates to a change in the OEM, in line with the requirement. Competition will continue to be maintained at the distributor level, with procurement conducted among approved distributors in the market. The Cambridgeshire and Peterborough Combined Authority (CPCA), alongside Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) have been allocated £5,437,000 of public sector money from the Local Electric Vehicle Infrastructure (LEVI) fund. The aim is to secure additional private sector funding to enable the delivery of a high number of additional electric vehicle infrastructure (EVI) across the area, above and beyond what could be delivered with just LEVI funding alone. It is anticipated that the contract will focus on providing EVI in residential areas that have limited access to off-street parking. This may be a combination of delivery of infrastructure within communal residential car parks as well as on-street charging spaces. It is anticipated that most of the charging infrastructure will be standard (-7-22kW). Rapid charging and public car parks operated by the local authorities will not be included within the specification, however, there may be separate opportunities with each council in due course.
