This tender notice is for the Provision of Taxi Support Services to East Midlands Ambulance Service NHS Trust (EMAS). Previous UK1 Pipeline is 2026/S 000-008273.
Whilst EMAS undertakes the vast majority of NEPTS journeys, there is a need for extra capacity from 3rd parties to provide patient journeys. This will include transporting of patients to and from hospital for routine appointments predominately, but other journeys may be required.
The intention is to award call off contracts to taxi providers providing necessary service within that area.
The framework will be divided into lots based on the following geographical locations:
(Suppliers are welcome to apply for more than one lot)
Lot 1 - covers NEPTS Lincolnshire region, in the area where East Midlands Ambulance Service currently provide this service. This is broken down into 4 sub-lots based on postcode split.

NHS London Procurement Partnership (NHS LPP) (hosted by Guy’s & St Thomas’ NHS Foundation Trust) intends to undertake pre‑market engagement in advance of a planned procurement to establish a multi‑supplier framework agreement for the supply of in‑patient parenteral nutrition (PN) products and associated delivery/logistics services for NHS Trusts. The framework will support the safe and compliant supply of PN for patients with complex nutritional requirements across multiple settings.
The framework is intended to provide a compliant route to market for licensed PN products, ingredients/components, and unlicensed / aseptically prepared PN (including supplemented and named‑patient/bespoke products), alongside appropriate delivery models. Trusts remain responsible for awarding and managing call‑off contracts under the framework.
Purpose of this pre‑market engagement
This PME seeks supplier feedback to help refine:
1. the proposed scope, lotting and specifications (including feasibility, capacity, lead times, cold chain/logistics and resilience expectations);
2. the proposed commercial and pricing approach (including pricing structure and in‑term price review/indexation principles, where applicable);
3. assurance and quality requirements (including regulatory, QA and traceability expectations) and how these can be evidenced proportionately; and
4. practical considerations for call‑off operation (direct award parameters, further competition design, mobilisation and implementation support).
This procurement is subject to Cabinet Office Controls assurance (including NHS England / Cabinet Office spend controls approvals, as applicable). As a result, the Authority confirms that any element of the proposed procurement may change following controls assurance, including (but not limited to) scope, lotting, commercial model, timetable, evaluation approach and final procurement route/design. Nothing in this PME notice or any associated engagement activity constitutes a commitment by the Authority to proceed with the procurement on the basis described, nor does it form part of the procurement documents.
How suppliers can participate
Suppliers wishing to participate in this pre‑market engagement must first request access to the PME materials. Access will be controlled and will only be provided to organisations that can demonstrate they are genuine potential market participants.
To request access, suppliers must complete and return the PME Supplier Access Control Pack, comprising both of the following documents:
Document 1 – Supplier Registration and Access Form (including confirmation of the lots of interest and relevant capability); and
Document 2 – Confidentiality Undertaking
Suppliers must return the completed documents to the Authority using the contact details provided in the Access Control Pack. Incomplete or inaccurate forms may result in access being delayed or refused. Once the Authority has received and checked the completed Access Control Pack, participating suppliers will be provided with the relevant PME documents and a supplier questionnaire to complete. The PME materials must be used solely for the purpose of participating in this PME activity and must not be shared beyond named personnel on a strict need‑to‑know basis.
Participation in PME is voluntary and does not form part of any procurement process, does not constitute an invitation to tender, and will not confer any advantage in any future competition. In accordance with the Procurement Act 2023, the Authority will ensure that any relevant non‑confidential information obtained through pre‑market engagement which could otherwise give rise to an unfair advantage is made available to all bidders at tender stage.

Housing, Health & Wellbeing Hospital Discharge Support Service
The service is to prevent individuals aged 18 and over from being discharged from hospital into street homelessness, and to support safe, timely, and sustainable discharges through coordinated in-hospital intervention and time-limited post-discharge support.
The service will provide proactive, responsive, and coordinated support through:
•Early identification of individuals who are homeless or at risk of homelessness;
•In-hospital assessment, advocacy, and discharge coordination; &
•Time-limited post-discharge support to sustain accommodation and reduce the risk of readmission.
The service will specifically support individuals who:
•Are homeless or at risk of homelessness;
•Have support needs relating to drug and alcohol use; and
•Are known to Adult Social Care services, including those with assessed care and support needs, those open to Adult Social Care teams, and those requiring coordinated discharge planning.
Durham County Council (the Council) are seeking submissions from suitably experienced and skilled organisations to provide the specified services for the Housing, Health & Wellbeing Discharge Support Service.
The service is commissioned in recognition of the significant risks associated with hospital discharge into homelessness, and the adverse impact this has on individual health and wellbeing, as well as system pressures across health, housing, and social care. The Council is committed to ensuring that no individual aged 18 and over is discharged from hospital into street homelessness, and that all discharges are safe, timely, and supported by appropriate accommodation and care pathways.
The service will operate within the framework of statutory duties under the Care Act 2014, including the duty to promote individual wellbeing, prevent, reduce, and delay the need for care and support, and ensure the integration of services where this contributes to improved outcomes. The service will also support the Council in meeting its responsibilities under the Homelessness Reduction Act 2017, including duties to prevent and relieve homelessness and to work collaboratively with partner agencies through the Duty to Refer process.
The service will deliver an integrated model of support spanning in-hospital intervention and time-limited post-discharge assistance, ensuring continuity of care for individuals with complex and multiple needs. It will form a key part of a wider system approach to discharge planning, working in close partnership with Adult Social Care, housing services, health providers, and other relevant stakeholders to facilitate coordinated and person-centred outcomes.
A core feature of this integrated approach is the requirement for the provider to work proactively and collaboratively with Transfer of Care Hubs, clinical teams, and wider hospital-based staff to identify individuals who are homeless or at risk of homelessness at the earliest possible stage of admission. The service will accept and respond to referrals from Transfer of Care Hubs, hospital wards, Emergency Departments, and clinical teams, ensuring timely engagement and intervention to support discharge planning processes.
A requirement of the contract is that staff work flexibly and may need to align as part of a hospital discharge pathway resulting in the need to be co-located from time to time within other relevant commissioned services and embrace opportunities for alignment with the National Health Service Neighbourhood Hubs Programme and integrated working with health, housing and adult social care partners.
Further details of the requirements are set out in ITB Documents which can be accessed free of charge at www.open-uk.org

- we are not seeking to further develop our requirements or procurement approach.
- we have procured similar supply arrangements via the Open procedure and deployed similar conditions of participation and award criteria. These have yielded good results previously.
- we have already prepared our tender pack (see attached), that detail standard NHS contractual terms which have been found to be acceptable to the supply chain.
- we understand the likely suppliers who will be interested but the open notice approach gives opportunity to others looking to enter the mAbs supply market
