The Delivery of Level 3 Military Engineering Construction Technician (L3 MECT) Apprenticeship (ST0414) Apprenticeship Assessment (AA)
The British Army is hereby advising the market of an upcoming contracting opportunity for Apprenticeship Assessment Organisations (AAO) to tender to deliver AA to the Royal Engineers (RE) for the L3 MECT Apprenticeship Standard, over a five-year period, commencing in January 2027, through to January 2033. The existing contract for AA provision of the L3 MECT Apprenticeship Standard ends in January 2028. As such, this contract is to be in place by June 2027, to allow for AAs to commence from January 2028.
The L3 MECT Apprenticeship Standard covers the following five pathway options, all of which the AAO will be required to support:
Carpenter & Joiner.
Bricklayer & Concreter.
Building & Structural Finisher.
Plumbing & Heating Engineer.
Plant Operator Mechanic.
AAO will be required to support all pathways.
The value of the contract is estimated to be worth up to £2,650,000 (Ex VAT) over 5 years.
In addition to delivery of AAs, the AAO will be responsible for management of AA facility locations at Brompton Barracks, Chatham, Kent, and Wainscott Camp, near Rochester, Kent. Such facility management responsibilities are likely to include the following:
- Day to day management of both AA facility locations.
- The AAO may wish to use Military Assessors for some or all the assessment plans.
- Training and supervision of all Military Assessors. Up to three per specialisation / pathway.
- Assessment Waste segregation.
- Maintenance, servicing, and replacement of assessment related tools.
- Provision of all assessment related trade and building materials.
- Provision of all IT for AA staff and assessment purposes.
- Provision of Wi-Fi connectivity.
- Provision of all office and classroom furniture.
AAO will be required to be registered with Skills England for L3 MECT before submission of tender.
Specialisation
The Army requires additional specialist equine staff to ensure the safe, sustainable, and effective delivery of Military Working Horses outputs across five locations (Hyde Park Barracks (HPB), London; Combermere Barracks, Windsor; Royal Military Academy Sandhurst (RMAS), Sandhurst; King George VI Lines, Woolwich; Remount Barracks, Melton Mowbray)
The Contractor shall deliver 7 days per week, comprehensive equine husbandry, training and exercise, veterinary and farrier support, ceremonial readiness, transport and travelling groom duties, equipment care, records and reporting, liaison and surge cover, and multi site availability for Military Working Horses.

KBS Maritime are delivering an ambitious, modern and enduring change to the Portsmouth Naval base infrastructure, securing investment in the local community and ensuring fit-for-purpose, world-leading fleet support for the Royal Navy and the UK in the decades ahead.
Project Background
KBS Maritime has a requirement for penstock replacements at B Lock within Portsmouth Naval Base. The project consists of 10 in number replacement penstocks in 6 chambers overall. The penstock system controls sea water via a culvert system between the harbour, the basin and the dry docks. These include levelling penstocks of circa 8 metres deep to drainage penstocks circa 18 metres deep. The replacement programme will replace the current cast irons doors with new with specification to be agreed along with the associated shafts, wedges, door nut, brackets, platforms, ladders and actuation and road plates. This project is due to commence in Q4 2026 with all to be replaced by Feb 2030.
Contractors must be able to demonstrate design, manufacture and installation of penstock replacements in a marine environment including all site management under CDM regulations and competency of Health and Safety compliance and safe practices. Contractors must also possess at least five years' experience working within a marine environment. Contractors who do not provide suitable and sufficient evidence of this will not be considered.

The contracting Authority ('Authority') in relation to this notice is the Mayor's Office for Policing and Crime (MOPAC), on behalf of the Metropolitan Police Service (MPS).
The scope of services has been structured into key service areas and outlined below. It is important to note that all services listed are anticipated to be delivered by the successful Supplier, but amendments may be introduced, by the Authority, between this notice and the UK4 Tender Notice.
The core services are expected to remain relatively static during the term of any contract created through this procurement and will ostensibly be required to be delivered on the current software platforms, as detailed elsewhere in this notice. However, these services may evolve during the contract term, driven by anticipated police reform. The Authority will present further considerations regarding these changes within the market engagement event.
The Metropolitan Police Service (MPS), which hosts the National Police Chiefs Councils' (NPCC's) Digital Public Contact (DPC) portfolio, is hosting a Pre-Market Engagement event for its forthcoming Unified Services Procurement (USP). This event will provide a comprehensive overview of the strategic vision, current capabilities, and future development of the DPC platform, Single Online Hub (SOH), enabling suppliers to understand our ambitions and contribute to shaping the future of public contact in policing. The MPS is also seeking to solicit market feedback through the means of a Market Sounding Questionnaire (MSQ), to help inform and shape its approach to this procurement.
The DPC platform provides critical national capabilities, serving policing organisations and the public across England and Wales. It enables each force to deliver a range of nationally consistent online services to the public while maintaining their distinct own local identity. Communities are empowered by also having convenient access to information, advice and services that they need. The proposed scope of this procurement encompasses the front-end website, the delivery and operation of the integration hub supporting website services, dashboards and analytics used internally and shared with forces and other stakeholders, and chat services functionality.
This procurement aims to deliver as its priority (and under a single supplier), a minimum level of run and maintain service in a more efficient manner for its stakeholders and end users. It also seeks to consolidate and enhance existing delivered services thereby streamlining delivery, modernising key components, and strategically positioning the platform to support significant policing reforms and future service evolution.
The DPC programme is guided by the following key strategic imperatives:
1) Policing Reform: Adapting to significant structural changes, including potential force consolidation and the formation of a National Police Service. (For further details, please refer to the 'From local to national: a new model for policing' white paper.)
2) Digital Transformation and Artificial Intelligence (AI): Embracing AI to enhance public contact through AI-based reporting, AI analysis, conversational AI, and intelligent assistance.
3) Identity and Personalisation: Moving towards authenticated, personalised, and context-aware services, leveraging user accounts (with user authentication via GOV.UK One Login) for tailored experiences.
4) Channel Convergence: Achieving a consistent and unified experience across web, chat, and voice channels for "first contact" with policing.
The core service delivery for the USP primarily involves the provision and maintenance of the DPC platform current capabilities, specifically:
1) Website Services: Providing websites for over 40 police forces and organisations, including the national police.uk site (collectively referred to as the Single Online Home - SOH).
2) Public Data Capture: Online crime and incident reporting via forms, integrated with payment and mapping services.
3) Integration Platform (iHub): Facilitating data exchange between public-facing services and force/national systems, using a Standard Data Model.
4) National My Police Portal (NMPP): Enabling authenticated users to track crime reports and communicate with officers.
5) Chat Services & AI-Assisted Engagement: Offering chat services and developing AI-based solutions for natural language reporting, triage, and guidance.
6) Public Data & Neighbourhood Information: Managing and publishing open data about crime and policing (data.police.uk) and local neighbourhood information.
7) Analytics and Dashboards: Providing various dashboards for demand, usage, and performance metrics.
8) Security and Edge Services: Protecting and accelerating services with edge security and traffic management.
9) Shared Services & External Integrations: Utilising services like GOV.UK One Login, Notify, Pay, and mapping services.
The existing DPC platform leverages a mix of technologies. Key tooling includes Optimizely Digital Experience Platform (DXP) for website content management, a bespoke React-based forms engine for public data capture, and an AWS integration platform. The National My Police Portal (NMPP) is built on AWS, utilising GOV.UK One Login for authentication and GOV.UK Notify for communications. Chat Services use Cisco Webex Engage or locally provisioned products. For analytics and monitoring, tools like Power BI, Google Analytics 4, Splunk, and Azure Sentinel are in use. Development is supported by Azure DevOps, and Cloudflare provides essential security and edge services. While this landscape reflects our current environment and does not require re-platforming at this time, specific components may necessitate modernisation during the contract term.
Beyond the end of the contract that this market engagement is aiming to deliver, it is anticipated that the single supplier delivery model will provide a robust foundation to support the Home Office reform agenda into the National Police Service (NPS) and any future procurement strategies or objectives at that point.
Within the forthcoming tender, in addition to the core services outlined above, the Authority intends to present bidders with a list of optional future changes. These changes are expected to be priced separately, allowing the Authority discretion to proceed if or when with them during the contract term. These optional areas may evolve between now and the tender issuance and will be influenced through the market engagement process.

DHS Systems Solution
The Ministry of Defence (The Authority) is developing its requirement for an end to end cloud-base software platform to support its Serviced Family Accommodation (SFA) Programme.
The Service Family Accommodation (SFA) Programme is a nationwide programme delivered by the Defence Infrastructure Organisation to provide safe, compliant and high-quality housing for Service personnel and their families across the UK. The programme comprises around 49,000 homes, forming one of the largest and most diverse residential property portfolios in the public sector, with significant variation in property age, type and condition. Its scope includes responsive and planned maintenance, upgrades, compliance with statutory and MOD standards and targeted investment to improve condition, safety and sustainability. The programme aligns with the recently published Defence Housing Strategy, which sets out a long-term vision to improve the lived experience for Service families and support recruitment and retention. As part of this strategy, Defence is transitioning to Defence Housing Services (DHS), (or use Authority instead of DHS) creating a more integrated and customer-focused housing delivery model that brings together accommodation management, maintenance and assurance under a single approach.
The requirement is for a platform that is envisaged to be an End to End solution. It is required to manage all the key business processes delivered by a typical Housing Association. The Authority is looking for flexibility and future-proofing with a likely 10 year system lifespan. As such the Authority is keen for minimisation of vendor dependency and is looking for freedom to independently evolve the solution post-implementation. It is envisaged that the platform will need to meet the following key capabilities:
• A Family-centric design allowing for a single view of the family / household that brings together occupancies, properties, repairs, allocations, complaints, vulnerability indicators and communications processes in one place.
• Functionality and access for families, back office roles, and field operatives
• Case management (the ability to group and manage different tasks as a single case) as a core capability.
• The ability for configuration over custom development. Allow for processes, workflows, screens, data fields and business rules to be configured using low-code/no-code tools, and how the Authority could adapt the system over time without heavy supplier dependence.
• Omni-channel engagement: Ability for cases to be created and managed across multiple channels (e.g. phone, email, web forms, portal, messaging) with a consistent experience for families.
• Family self-service: A configurable digital portal that allows families to raise requests, track progress, receive updates and communicate with the Authority, without requiring separate systems.
• Integration: A platform that is designed to integrate easily with finance systems, document management, telephony and other specialist housing or corporate systems.
• Reporting and insight: Embedded, real-time reporting and dashboards that operational users and managers can configure themselves, without reliance on external or complex BI tools for day-to-day insight.
• Security, compliance and resilience: Ability for role-based access control, audit trails, data protection controls and compliance with UK public-sector security standards.
• Upgrade and change model: Ability for upgrades and change to be delivered, without disruption, regression testing or bespoke redevelopment.
