The council seeks to award a contract to deliver treatment and recovery support for adults aged 18 and over who live in Islington and have drug and/or alcohol related treatment and support needs. The council requires one provider to deliver this service. The service must be registered with the Care Quality Commission (CQC) and will be subject to CQC regulation and inspection. Service model The service will deliver a comprehensive, integrated drug and alcohol treatment system, including: • Evidence based treatment and recovery support Delivery of safe, effective and evidence based interventions in line with national guidance, including the UK Clinical Guidelines on Drug Misuse and Dependence, National Alcohol Treatment guidance and NICE recommendations. This will include, as a non‑exhaustive list, psychosocial interventions, prescribing and pharmacological treatment, harm reduction, opioid substitution therapy, community‑based and inpatient detoxification, residential rehabilitation pathways, and support for people with harmful alcohol use, as set out in further detail in the Service Specification. • Integrated and coordinated care Coordination of care across partner services, including health, criminal justice, community safety, housing, social care and other relevant statutory and voluntary sector organisations, to ensure people receive timely, joined up support. • Recovery, inclusion and peer support Interventions that promote long term recovery, social inclusion and access to peer support, helping people achieve and sustain positive outcomes. • Workforce development and system leadership Provision of training, advice and specialist support to staff and volunteers across statutory and voluntary sector services, strengthening local capacity to respond effectively and safely to drug and alcohol related need.

WP15.03 Old Oak Common Lane (OOCL) - Highways (incl. Utilities) & IEP Depot Temp. / Permanent Road & Retaining Wall Scope of Works: Working in partnership with HS2, the BBVS Joint Venture is responsible for the final design, construction, and commissioning of the HS2 Old Oak Common station in West London. The station is the London interchange station of the UK's second high-speed railway. It will be located on the site of the now demolished Old Oak Common Railway Depot, bounded by the Crossrail Depot to the north, the London Overground West London line to the east, the Intercity Express Programme Depot to the south and Old Oak Common Lane to the west. HS2, Great Western Main Line (GWML), Crossrail and Heathrow Express services will be served by the new Old Oak Common Station. HS2 Old Oak Common Station will provide a state-of-the-art gateway to London and the wider area, with efficient intermodal interchange with rail, taxi, cycle and pedestrian modes. Old Oak Common Lane highways package involves all the lowering, widening and realignment of the Old Oak Common Lane highway, inclusive of temporary / permanent access routes, removal of redundant utilities, installation of final utilities and civils works along Old Oak Common Lane and Wells House Road (incl. retaining walls). BBVS is seeking to contract under NEC3 Option A with a contractor to deliver Old Oak Common Lane highways package of works that includes the following elements in summary: i. IEP Depot temporary & permanent access route (incl. retaining wall construction / realignment) ii. Old Oak Common Lane highway lowering, widening & realignment (incl. street furniture, lighting and signage) iii. Removal of all redundant utilities within the highway iv. Installation of final utilities and telecoms including but not limited to clean water, foul sewer, storm sewer, non-contestable telecoms and UKPN works v. Old Oak Common Lane / Wells House Road civil engineering works including but not limited to new retaining walls and remediation of existing retaining walls The scope of the subcontract includes but not limited to: A. Royal Borough of Kingston are conducting this Procurement to select a Development Partner to develop a district heat network in the Kingston Potential Zone Area (the "Network") and, subject to receipt of the necessary approvals, to deliver the Network using the Development Partner's chosen corporate vehicle (the "Project Company"). This is a mixed procurement. The Network is intended to operate as part of Kingston's strategic and essential utility infrastructure, designed to supply affordable, low‑carbon heat to homes and public buildings. The Network is expected to achieve significant reductions in carbon emissions compared with conventional gas‑based heating, improved local air quality through reduced combustion, and increased use of locally sourced low‑carbon energy. By providing a centralised, efficient heat solution, the Network will support the Authority's ambition to achieve borough‑wide carbon neutrality by 2038 and net‑zero Authority operations. RBK has already carried out technical and commercial feasibility work that confirms the potential for the Reference Scheme to be a viable, scalable heat network. The Reference Scheme assumes the use of waste heat from the Thames Water Hogsmill Sewage Treatment Works and is planned to connect Cambridge Road Estate, Kingston Hospital, Kingston University's Penrhyn Road campus, and the new Kingston Leisure Centre, with the potential for future expansion into Kingston Town Centre and surrounding areas as Subsequent Phase(s). The purpose of this Procurement is to appoint a Development Partner to, as a first step, take forward the detailed technical design, advance the commercial and financial modelling (through the delivery of development services under the Development Agreement). The Development Partner will not be required to design the Reference Scheme and can instead deliver another scheme, provided that scheme meets the Mandatory Requirements (as detailed in the Development Agreement). The Reference scheme has a value of £33m exclusive of VAT. The project adopts the DESNZ AZP 'Golden Share' delivery model, split into two distinct phases: Phase 1 (Development Services): The successful partner will enter into a Development Agreement (a services contract with a nominal £1 fee) to deliver detailed technical design and financial modelling. Phase 2 (Project Delivery): Subject to the project passing the "Approvals Gateway," the parties will enter into a Shareholders' Agreement and Articles of Association. This phase is treated as a Concession Contract for the construction, operation, and maintenance of the Network. If Financial Close occurs, the Authority will enter into a Shareholders' Agreement and establish a single supplier framework. To satisfy framework notice transparency requirements, the contracting authorities and parties listed below are identified as being entitled to award call-off contracts, specifically Connection and Supply Agreements (CSAs), to buy heat and hot water from the Network: - The Royal Borough of Kingston upon Thames - Kingston University Higher Education Corporation - Kingston and Richmond NHS Foundation Trust (formerly Kingston Hospital NHS Foundation Trust) - Places For People Leisure Management Limited, in its capacity as the operator of the Kingston Leisure Centre on behalf of the Authority. In addition, the Authority intends to award the Cambridge Road Estate Connection and Supply Agreement, giving rise to a concession contract, which provides for the supply of heat and hot water from the Network to the Cambridge Road Estate. The aim of the service is to support people of all ages with illicit drug and / or alcohol support needs, including those affected by the substance use of another person, in Southwark to prevent and reduce harm from substance misuse through to living a life free from substance-related harm, which shall be achieved through the provision of effective, evidence-based, high-quality drug and alcohol prevention, treatment and recovery interventions. The service aim shall be achieved through a goal-driven focus on delivering the treatment and recovery ambitions of the drug strategy as well as locally identified ambitions including: i. Increasing the numbers of people of all ages with drug and / or alcohol support needs in treatment through improving access to treatment, building capacity to support more people to engage with treatment and removing barriers to accessing care. This shall include a focus on increasing the number of people leaving prison with a drug and / or alcohol support need who engage with the service within 21 days of release. ii. Increasing the numbers of people of all ages who make progress in treatment including reducing the frequency, duration and volume of substance use, increasing the retention of people in treatment and increasing the number of people who successfully complete treatment. iii. Reducing the impact of illicit drugs and / or alcohol on people of all ages affected by the substance use of another person through the provision of an appropriate support offer. iv. The delivery of a comprehensive early intervention and prevention offer to build awareness amongst children and young people about the harms of drug and / or alcohol use, helping to prevent and reduce harm. v. Working collaboratively with the Recovery Support Service for Substance Use to promote engagement with peer recovery networks as part of an inclusive recovery city approach in Southwark to promote visible recovery, challenge stigma and integrate recovery support into everyday community life. The council is seeking to work collaboratively in partnership with the provider to deliver the vision for drug and alcohol treatment and recovery services in the borough. The Insight and Evaluation team in the MHCLG Communications Directorate requires a supplier to provide qualitative and quantitative research on a stand-by basis. We are a small and dynamic team servicing the needs of a busy and evolving communications directorate - including press, digital and marketing colleagues - by providing an evidence base which ensures we are communicating in the most efficient and effective way to our various target audiences. As such, we are looking for an agency which can work agilely and able to turn around projects at short notice when required. The core work of the team is the evaluation of our large scale paid-for marketing campaigns, which requires large surveys with often tricky samples including landlords, private rented sector tenants and social housing tenants. This is supplemented by more ad hoc pieces of work which include fast turn-around polling, message testing and in-depth qualitative work. For example, we conducted exploratory polling examining housing quality issues and complaints processes in the private rented sector. We are looking for an agency that can maintain the work and quality we've built so far but also suggest innovative methods and products which might help hone and expand our insight offer. The contract will be for a period of two years with an optional extension of a further one plus one years. As this is a renewal of an existing contract, any supplier will be required to conduct an extensive handover with the existing Supplier and help to maintain consistency and comparability with previous research conducted for the team where applicable. HIGH LEVEL OUTLINE PROJECT OUTCOMES REQUIRED The supplier must demonstrate experience and expertise in the following quantitative research approaches in relation to communication projects: • Survey and questionnaire design. • Surveys delivery using online, telephone or face-to-face methods. • Public opinion polling. • Verbatim analysis. • Statistical analysis including segmentation, conjoint analysis, regression, and multi-level regression post-stratification. • Impact evaluation. The supplier must demonstrate experience and expertise in the following qualitative research approaches in relation to communications projects: • Focus groups and depth interviews, including face-to-face, telephone and online methods. • Content analysis. • Online communities. • Message and creative testing and analysis. We also require the supplier to demonstrate experience and expertise in supporting research practices • Desk research. • Literature reviews. • Communications behaviours change theory. • Creating robust recommendations based on evidence. • High quality slide decks and research reports. • Robust quality assurance practices. • Working with academics and other topic experts. • Working with agency partners including creative and media buyer agencies. • Innovative methods of research as recommended by the Supplier. • Working with translation providers. • Working in multi-disciplinary teams. • Using AI for time and cost efficiencies where applicable. • Coming up with innovative research methods. • Doing research with smaller audiences like landlords, faith communities and postcode targeted areas. General research requirements: • Experience in government, policy and the public sector is beneficial, but not essential. The Supplier must, however, demonstrate expertise in delivering research on social themes, and in research relating to communications specifically. • It is not possible to specify further detail in relation to any confirmed or anticipated project topic areas, volumes, stakeholders and research method preferences. The requirements will vary for each commissioned project, and this will be dependent on business needs. • The Supplier for each requirement must demonstrate that they have expertise to deliver research projects relevant to the topic interests of the Buyer - which will include, but will not be limited to the following: o Home ownership. o Planning system, home building and regeneration. o Building safety. o Private Rented Sector. o Social housing. o Homelessness and rough sleeping. o Regional devolution. o Faith and community cohesion. o Local regeneration. o Fire safety. o Elections. • Commissioned research projects will focus on improving the Buyer's understanding of key audiences which will include, but not be limited to the following groups: o Homeowners and potential home buyers. o Private renters. o Social housing tenants. o General public. o Landlords. o Home builders and developers. o Letting agents and landlords. o Local communities, including residents and businesses. o Ethnic minorities and faith communities. o Stakeholder organisations, including industry and charities. • Projects will typically be conducted in English, but there may be circumstances where research conducted in other languages is required. Due to the ad-hoc nature of the Buyer's requirements, individual projects and associated budgets will be agreed on a case-by-case basis. Therefore, this Contract does not provide any guarantee of minimum work, volumes or spend. OUTPUTS/DELIVERABLES The Supplier must be prepared to perform research projects as follows should they be commissioned: • A response to a specific project brief outlining understanding of issues/context, approach including recruitment and sampling, key risks, timings aligned to the specific requirements of each project, and costs. • Kick off meetings to agree approach with key Buyer contacts. • Design of all data capture instruments and support data protection work. • Manage of the recruitment and consent of all research participants. • Data collection and analysis. • During active projects, a weekly status meeting with emailed status update sent within 1 working day. • Provision of interim findings / analysis meeting pre-debrief. • Supply of data tables (as relevant and where applicable, weighted and with statistical significance testing). • Raw data files in Excel or SPSS for quantitative projects (Statistics Software Package for Data Analytics), and transcripts and/or recordings for qualitative research where applicable (where requested). • Short summaries of headline findings. • Verbal and/or face-to-face presentation using PowerPoint. The Supplier will be required to give presentations on research findings to the Buyer, which may include presenting to Senior Staff, Special Advisors, and government Ministers. • The Supplier will be responsible for producing a final report per project that considers the diverse information that has been collected and clearly synthesises the key findings. Final reports may be published by the Buyer on the GOV.UK website. • Facilitation of workshops with key Buyer and Supplier personnel to embed findings (if requested/agreed on an ad hoc basis). The Buyer requires, where requested, a 'lessons learnt' meeting covering what was successful about the research approaches taken, what challenges were faced, and any changes to the methodology that the Supplier would recommend for similar projects in the future. • Strategic analysis combining primary data with other sources of available secondary and operational data (as applicable). The Supplier will draw on a wide source of adjacent data as possible, as is appropriate for individual projects. The Supplier must not rely solely on commissioned insight. Data sources may include, but not be limited to, management information, publicly available polling and web analytics, depending on nature of the project in question. • Identification of trends and patterns over time. • Each project will have a project steering group. The Supplier will work collaboratively with this group - taking on board comments and suggestions, whilst also providing constructive challenge on methods of research delivery and interim conclusions drawn from the different sources of information and stages of analysis. Communication with the project steering group will be managed by a single point of contact in the Buyer's Insight and Evaluation team. The Supplier must make clear the limitations of the individual research projects and communicate to the Buyer where further research would be beneficial. The Supplier will allow flexibility throughout the Contract allowing the Buyer and the Supplier to react to emerging matters and changing priorities. The Supplier's personnel allocated to commissioned projects must have experience and skills in presenting research findings in a formal presentation environment.

The London Borough of Sutton aims to transform the borough into a sustainable, green community by 2027, with the delivery of a robust Electric Vehicle (EV) Strategy as a key priority. This project focuses on the implementation of EV charging solutions at approximately 40 pre-selected off-highway sites, including surface and multi-storey car parks, public parks, and leisure centres. The Council's objective is to provide an initial installation of approximately 180+ chargers (based on anticipated bay allocations) to support residents, local businesses, and the transition of the Council's own vehicle fleet, thereby facilitating a borough-wide reduction in carbon emissions. The Council requires a partner for the full life cycle delivery and management of this infrastructure under a concession contract model, which will involve a shared ownership and funding approach. The council recognises an opportunity to work with a partner to raise income and optimising this is built into the evaluation criteria. The selected contractor will be responsible for the entire EV delivery process, including feasibility and detailed design, supply and installation, and 24/7 back-office operation and support of the charging network. Additionally, the scope includes comprehensive routine and reactive maintenance to ensure the infrastructure remains reliable and modern, alongside the development of a long-term roadmap for network expansion through 2030 and beyond.

This procurement is being run by First Rail Holdings on behalf of First Trenitalia West Coast Rail. To drive and deliver higher rental income return through: -Increasing the rent roll -Customer service improvements through capital and tenant investment. The estate comprises of 16 directly managed stations and encompasses all property within the leases. This includes station buildings, car parks, and other land and property. The properties provide a broad mix of retail, office, residential, community, and other commercial tenancies held on a mixture of leases and licences. The management of station car parking and commercial advertising is not included as part of this procurement strategy. The new contract will be for an initial 3-year term with an option to extend for a further year. The estate is currently generating a rental income of approximately £4.7m. The Royal Parks (TRP) is retendering a Framework contract for Project Support Services, which is split into two Lots: (1) Architectural/Lead Design/Principal Designer/BREEAM services and (2) Quantity Surveyor services. This follows a decision not to award these Lots under a previous procurement. This new framework will run alongside an existing one covering other disciplines. The Royal Parks charity manages over 5,000 acres of historic parkland across eight major London parks, working to protect and enhance these spaces. It focuses on conserving wildlife, preserving heritage sites, and maintaining accessible green spaces for public enjoyment now and in the future. Appointed suppliers will support TRP’s Estates & Projects Directorate in delivering a wide range of construction related projects across a diverse estate, including historic and modern assets, covering activities such as new build, refurbishment, regeneration, conservation, maintenance, plant replacement, and demolition. TRP may use this framework to procure services for projects across all eight Royal Parks but is not obligated to do so. This notice invites suppliers to submit tenders for the establishment of an open framework for the provision of Community Accommodation Services (CAS). The framework will be established in accordance with section 49 of the Procurement Act 2023 and will operate as an open framework, allowing suppliers to be admitted at initial establishment and at planned reopening points. CAS comprises the provision of temporary accommodation and associated support for individuals leaving custody or serving sentences in the community. The services support public protection, offender management and resettlement outcomes, including the prevention of homelessness on release. CAS is not intended to provide settled accommodation or replace the statutory duties of local authorities. It operates as a bridge back into the community, proportionate to the level of risk presented. Accommodation is the core service, with varying levels of support depending on service type. The light touch open framework agreement is the first in a series of light touch open framework agreements that the Authority intends to award as part of an open framework scheme established pursuant to section 49 of the PA 23. The open framework scheme will have a maximum overall term of up to 8 years. The indicative term of each light touch open framework within the open framework scheme will therefore be as follows: 1. Light touch open framework one – 2 years with an option to extend up to 1 year (i.e. up to a maximum term of 3 years); 2. Light touch open framework two – 1 year with options to extend in increments of up to 1 year up to a further 3 years (i.e. up to a maximum term of 4 years); 3. Light touch open framework three – 1 year with options to extend in increments of up to 1 year, providing the overall term of the series of light touch open framework agreements does not exceed 8 years. The Authority will re-open the light touch open framework to the market at fixed points throughout the maximum eight-year term. When the Authority re-opens the light touch open framework, it will publish a new tender notice, evaluate new applications and if applicable will re-evaluate tenders from those suppliers originally appointed to the initial light touch open framework. New applications made by Tenderers not initially appointed to the light touch open framework will be assessed on the basis of substantially the same award criteria as set out in the ITT. All lots will follow the same open framework timetable and reopening structure. There are no intended differences in the timing of availability or reopening across the lots. Each lot will, however, operate independently in relation to its scope and the call off contracts that may be awarded under it. The framework will be structured into the following lots: • Lot 1: Independent Approved Premises Accommodation and Support 24 hour staffed community residences that provide temporary accommodation and close monitoring for high-risk prison leavers and people on probation. • Lot 2: Accommodation and Support Community accommodation and support for individuals leaving custody, released from court on bail, and other cohorts. • Lot 3: Temporary Accommodation and Floating Support Short term transitional accommodation for prison leavers at risk of homelessness with a basic floating support service. • Lot 4: Alternative Community Accommodation with Support Services Delivery of community accommodation and appropriate support services for individuals within the criminal justice system with alternative service needs. Call off contracts under each Lot may require services across England and Wales. The geographic scope and structure of each call off will be set out in the relevant call off documents and may vary by region, service type, site, cohort or other operational requirement. Each lot will operate independently and all suppliers that meet the Conditions of Participation and satisfy the award criteria for the relevant lot may be admitted to the framework. Admission to a lot does not confer exclusivity and does not guarantee the award of any call off contract. Suppliers admitted to a lot will be eligible to compete for call off contracts awarded under that lot. Call off contracts will ordinarily be awarded through competitive selection processes between suppliers appointed to the relevant lot, in accordance with the Procurement Act 2023. The Authority reserves the right to award a call off contract without further competition where permitted under the Procurement Act 2023 and where the procurement documents set out the applicable circumstances, core terms and objective mechanism for supplier selection. The rules governing framework operation, reopening arrangements, direct award and call off competition procedures will be set out in the procurement documents. Procedure and conditions of participation The procurement will be conducted under the light touch regime using an open procedure. Conditions of participation will apply to the framework establishment stage only and will be proportionate to the subject matter of the framework. The Conditions of Participation set out in the procurement documents will provide the benchmark requirements that suppliers must meet to be admitted to the framework. Only suppliers admitted to the framework will be eligible to compete for call off contracts. Conditions of participation will relate to supplier suitability, legal standing, financial and economic standing, and technical and professional ability. Consortia and subcontracting arrangements will be permitted, subject to the Conditions of Participation. The estimated maximum value of the framework is £2,000,000,000 (excluding VAT). This represents the potential aggregate value of contracts awarded over the full duration of the framework and does not constitute a commitment to spend. The Authority is looking to establish a new contract for the provision of a Level 4 Youth Justice Worker Qualification. The contract value shall not exceed £1,960,000 excluding VAT. The implementation phase of the new contract needs to start 1st September 2026.Training places for new learners must be made available to start no later than January 2027. The requirement is for an experienced learning provider to deliver a high-quality, accredited qualification grounded in the principles of trauma-informed practice for up to 500 learners. The provider must demonstrate a strong understanding of the needs and experiences of children in custodial environments, and be responsive to staffing structures, roles, and capability needs within Youth Justice settings and the custodial environment specifically. The Contract length will be six years and four months (a four month implementation period, five years of enrolments and a teach out period of one year) of accredited vocational training in trauma informed practice in Youth Justice, including both theory and effective practice (as outlined in the YJ Skills Matrix) to all frontline officers in the YCS in order to support the specialisation of the workforce. The course will be the equivalent to a Level 4 qualification. The course length will not exceed 12 months. Any learner extensions beyond the agreed duration should be discussed and approved by the Authority and will be provided at no additional cost per learner. The programme must be accessible across all three YOI sites in England (Yorkshire, Midlands and London) with flexibility to deliver face-to-face elements. Each cohort will consist of learners across all three sites; each face-to-face session will be located within 90 minutes travel time of one of these sites. The venue will then rotate between the three sites for each cohort. e.g. session one within 90 minutes of Feltham, session two within 90 minutes of Werrington and session three within 90 minutes of Wetherby.
