The Individual Placement Support (IPS) scheme aims to provide tailored employment support for individuals receiving structured community treatment for drug and alcohol dependence through the Suffolk Integrated Drug and Alcohol Treatment Service provider, Turning Point. The scheme is designed to support service users who are unemployed, as well as those currently employed but at risk of losing their employment, to obtain and sustain meaningful work. The target group will be users who are in structured treatment in our commissioned Integrated Drug and Alcohol treatment Service provider within Suffolk (Turning Point). The provider will need to work closely with Turning Point to ensure that people receive person-centred support, and outcomes are met. This will include co location in the three hubs across Suffolk and potential to work from satellite locations in the Suffolk area. The services are currently provided under an existing contract due to expire in September 2026. TUPE may apply to existing staff transferring from the current provider. The contract period is 1 October 2026 to 31 March 2029 (30 months) with an option to extend for up to a further 2 years (24 months). The maximum contract value is £1,073,498 exclusive of VAT for the duration of the contract including extension. The submission deadline is 12th June 2026 at 11am. Bikeability Child Cycle Training has been delivered in Cambridgeshire since 2007. The county is among the top 20 highest performing local authorities with around 6,000 pupils receiving the training per annum, representing approximately 80% of the eligible audience. Bikeability cycle training equips service users to choose cycling to travel more actively, more safely and more often, thus upholding the Council's following priorities: - Enable full, healthy lives for all (promoting active and independent living) - Ensure fairness and opportunity (through the best start for children and young people, and physical access to jobs) - Support a green and sustainable county The Bikeability Cycle Training Contract is being developed specifically to deliver the existing Bikeability grant award (2026 - 2029) and fulfil The Authority's grant recipient obligations, including the designated course level allocations. The Programme objective for training providers in 2026/2027 is: - Increase participation in, and achieve rider outcomes of, Level 2 Bikeability by the end of primary school (Year 6) to improve road safety, promoting responsible cycling behaviour, and benefitting health and wellbeing. The Cambridgeshire and Peterborough Combined Authority (CPCA), alongside Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) have been allocated £5,437,000 of public sector money from the Local Electric Vehicle Infrastructure (LEVI) fund. The aim is to secure additional private sector funding to enable the delivery of a high number of additional electric vehicle infrastructure (EVI) across the area, above and beyond what could be delivered with just LEVI funding alone. It is anticipated that the contract will focus on providing EVI in residential areas that have limited access to off-street parking. This may be a combination of delivery of infrastructure within communal residential car parks as well as on-street charging spaces. It is anticipated that most of the charging infrastructure will be standard (-7-22kW). Rapid charging and public car parks operated by the local authorities will not be included within the specification, however, there may be separate opportunities with each council in due course.

Cefas are seeking to establish a Framework for the provision of Next-Generation Sequencing (NGS) services, for a variety of NGS analyses methods, to support the delivery of numerous and varied research programmes that are utilising genomics. The framework is split into 4 Lots and Suppliers can bid for any number of Lots. Cefas intends to award up to 5 Contracts for each Lot, based on Suppliers meeting the required technical and pricing evaluation criteria. Cefas will then call-off from the framework for individual project requirements, as set out in the full Specification of Requirement document in the Bidder Pack. If a Supplier is awarded multiple Lots, one Contract will be awarded to cover the relevant Lots. The Contract implementation is expected to start in August 2026 for a period of 3 years with the option to extend for 2 further periods of 12 months each. Prices will be fixed for the initial 3 year period of the Contract. Prices may then be increased on an annual basis if the Contract is extended, in line with CPI. Lot 2 - Whole Genome Suppliers will deliver whole genome, metagenomic and transcriptomic sequencing, in applications such as: • Whole genome/metagenomic sequencing for microbial diversity, microbiome analysis, species identification, pathogen detection, genome assembly, AMR screening, population genetics. • Transcriptomic/single-cell/spatial transcriptomic sequencing for host-pathogen interactions, functional annotation/classification, metabolic pathways, gene expression. Lot 3 - Long-Read Sequencing Suppliers will provide long-read sequencing analysis, using either PacBio or Oxford Nanopore Technologies. This may be for several different applications, mainly studies of: • Microbial diversity, microbiome analysis, species identification, pathogen detection • Whole-genome assembly, AMR screening, population genetics • Nanopore-specific - Methylation sequencing, epigenetics Lot 4 - Ad-Hoc Requirements Suppliers will ad-hoc requests, i.e. those that do not fit in the prior lot categories. This would most likely be utilised when a unique/proprietary technology or analysis is required, such as RAD-Seq, that Cefas cannot undertake in-house. The University aims to increase the proportion of renewable electricity at its Colchester campus, reduce spend on utilities and carbon emissions from energy. This procurement covers the design, manufacture, fabrication, providing, supplying and delivery of suspended bowl pumps for Mautby Water Level Management Improvements (WLMI) project. It also allows the optionality of awarding a contract for one additional similar pumping station site namely Stokesby WLMI at a future date. As many organisations will be aware, Norfolk County Council ("NCC") recently conducted a procurement exercise for its highways professional services contract ("PSC") which it was unfortunately unable to conclude, and therefore it could not proceed to award a contract. NCC is currently reviewing the approach taken to that competition with the intention that it will, in due course, commence a new competition to replace the current PSC Contract, which is currently provided by WSP and expires on or before 31 March 2028 (the "Opportunity"). The intention is that the newly appointed PSC provider will work closely with Kier, NCC's recently mobilised term maintenance contractor (since April 2026). NCC expects that the PSC will provide for professional services relating to topics including but not limited to highways, bridges and structures, travel and transport, spatial planning, economic development and strategy, environment, waste and infrastructure associated with NCC's estate and carbon assessments. To support development of this new competition, NCC has appointed Bird & Bird LLP, a respected and highly experienced firm of legal and procurement experts, with whom potential bidders may be familiar following their recent work with other local authorities such as Surrey, Suffolk, Hertfordshire and Kent. Bird & Bird's role with NCC will include reviewing the previous procurement approach to ensure that the new competition offers all bidders a fair and equal opportunity to secure this important appointment. The current intention is that the PSC will be procured using the competitive flexible procedure available under the Procurement Act 2023 ("PA23") and will include a comprehensive pre-market engagement phase to allow suppliers to offer their thoughts in relation to the Opportunity and for NCC to gather actionable feedback to integrate into the new procurement process. In particular, NCC will be keen to communicate to the market (i) the government's proposed structure for local authorities in Norfolk following its recent Local Government Reorganisation ("LGR") announcement, including how it proposes to accommodate this within the context of the Opportunity; and (ii) its latest understanding of government proposals relating to devolution. As such, NCC will be seeking specific feedback from the market on what it considers could be most attractive and appropriate in the LGR and devolution context. In light of the anticipated LGR transition, NCC is seeking to procure this PSC on a basis that supports continuity of service delivery within the county council geographic area and the area of the proposed Norfolk and Suffolk county combined [mayoral] authority and provides a stable contractual framework capable of accommodating any future local government and/or mayoral structure. If implemented, local government reorganisation is currently expected to take effect in April 2028 and, on that date, the existing two-tier councils will be dissolved and replaced by one or more new unitary authorities. Existing contracts held by the Council and the district and borough Councils of Hertfordshire are expected to transfer to their successor authorities on vesting day in accordance with the Local Government and Public Involvement in Health Act 2007 and the Local Government (Structural Changes) (Transfer of Functions, Property, Rights and Liabilities) Regulations 2008. These reforms will be subject to a decision of the Secretary of State and could be subject to change at any time. As these reforms may occur during the term of this contract and result in changes to the form, structure, size and shape of local government in Hertfordshire, they are a known risk to the Council within the meaning of paragraph 6, Schedule 8 of the Procurement Act 2023 (Act) in that the reforms could jeopardise the satisfactory performance of the contract but because the nature and extent of the reforms are presently unknown, it is not possible to address the risks in the contract. If these risks materialise, the contract may need to be modified under paragraph 5 of Schedule 8 of the Act. Such modification could include, but not be limited to, the need to replace the contracting authority with a successor public authority and/or vary the structure, scope, nature and/or geographical location/boundary within which the contract is delivered. Tenderers should note that any variation(s) to the terms and conditions of the contract will be made in accordance with its terms.

The East of England NHS Collaborative Procurement Hub has established a multi-lot Social Impact Framework to support the commissioning of services that address health inequalities and the wider determinants of health. This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and communities, with a focus on addressing locally identified needs. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support relating to mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services.
