YPO is the lead Public Sector Buying Organisation (PSBO) for this Framework Agreement in collaboration with ESPO and West Mercia Energy as a group of Public Sector Buying Organisations. YPO are looking for a sole supplier to be appointed onto a Framework Agreement for the supply of potable water, wastewater services and related ancillary services primarily for use in the local authority sector, education sector and emergency services sector. This Framework is designed to meet the needs of both YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Supplier and the Supplier will deliver direct to the end customer.

YPO are looking for Providers to be appointed onto a Framework Agreement for the provision of Office Papers. The Framework is designed to meet the needs of all public sector organisations primarily in the education market, which includes YPO's internal requirements. This Framework is designed to meet the needs of YPO by establishing an agreement for Providers to deliver stock into YPO's distribution centre in Wakefield, West Yorkshire. As well as some items on a direct basis whereby the end customer places the order with YPO and YPO places the order with the Provider, but the Provider delivers direct to the end customer. The Framework Agreement will cover the period from 11th August 2023 to 10th August 2024 with three options to extend for an additional 12 months. The first decision to extend the contract period will be taken by the end of May 2024 and will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO's contracting structures. The maximum contract period will therefore be 4 years, from 11th August 2023 to 10th August 2027 (subject to an annual review, incorporating price negotiations and KPI performance).

YPO are looking for Providers to be appointed onto a Framework Agreement for the supply of Specialist Vehicles 3.5T and Over and Associated Products or Services for use within the public sector and any other permissible sector. This Framework is designed to meet the needs of YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Provider and the Provider delivered direct to the end customer.

YPO are looking for Providers to be appointed onto a Framework Agreement for the supply of Calculators, Digital Timers and Stopwatches for use primarily in the education market. This Framework is designed to meet the needs of YPO by establishing an agreement for Providers to deliver stock into YPO's distribution centre in Wakefield, West Yorkshire.

Ypo will place orders directly with the Provider on a "contract" basis for the provision of Vehicle Hire, Lease and Purchase. The Provider will deliver direct to the end customer on an agreed basis this is for YPO internal only

The Framework is designed to meet the needs of all public sector Contracting Authorities. For the Framework solution YPO is the lead Public Sector Buying Organisation (PSBO) working in collaboration with NEPO (The Association of North East Councils Limited trading as the North East Procurement Organisation) as a group of Public Sector Buying Organisations (PSBOs). Estimated Contract Value (Lot 1): The Contract has an estimated value of between £2,000,000 - £4,000,000 inclusive of VAT for the maximum life of the Contract (10 years). All references to values and/or volumes of business are for guidance only and there is no guarantee of any business. Lot 1 is for YPO only. Estimated Framework Value (Lot 2): As this is a new Framework to YPO the total spend is unknown however, considering YPO and NEPO's existing customer base it is anticipated to be approximately £60,000,000 inclusive of VAT for the maximum life of the Framework (4 years). This is the total spend figure which would be broken down into separate orders. The Framework estimated value is based on the probable sum based on the maximum estimated value, inclusive of VAT, of all the Call-off Contracts envisaged for the total term of the Framework. The Framework will be available nationally for contracting authorities to call off.

YPO are looking for a supplier to be appointed onto a Contract for the provision of Single and Multi-Parcel Consignment Delivery Service, which will serve YPO internal requirements only. YPO's product range is more than 11,000 product lines and Providers will be required to handle a wide range of products including, but not limited to, exercise books, paper, educational equipment, general stationery, art and craft material including liquid paint, cleaning products, catering suppliers, sports equipment and electrical goods. The successful Supplier will be required to collect standing trailer(s) provided by the Supplier at the YPO Warehouse 41 in Wakefield or any pre agreed facility, for sortation at the Supplier's regional depot / Hub(s) for final delivery to YPO customers by the Supplier. The majority of the YPO customer base (approximately 80%) is made up of schools and education establishments, delivery window of 07:0 - 16:0 will apply. Addresses will include but not limited to education, local government establishments, business premises, social care homes and residential addresses. Please note parcel sizes can range from a small single item to a large/bulky item but each parcel will weigh no more than 25kg. Please note that 4PL solution is not in scope of this tender.
