Yorkshire Water Services Ltd is seeking to establish a Customer Insights Framework to support the delivery of its strategic objectives for Asset Management Period 8 (AMP8). This framework will enable Yorkshire Water to access high-quality, flexible, and innovative customer research and insight services to inform decision-making, regulatory compliance, and customer-centric service design. The framework will appoint a panel of experienced suppliers capable of delivering a broad range of qualitative and quantitative research methodologies. These may include, but are not limited to, customer satisfaction tracking, willingness-to-pay studies, behavioral insights, segmentation, vulnerability research, digital engagement analysis, and co-creation activities. The appointed suppliers will play a critical role in supporting Yorkshire Water's obligations to Ofwat, including the development of robust and defensible customer evidence for business planning and performance commitments under AMP8. Suppliers will be expected to demonstrate strong expertise in regulatory research, water sector experience (or analogous regulated industries), and the ability to deliver insight that drives tangible business outcomes. The framework is intended to be multi-supplier, ensuring a diverse mix of capabilities and approaches. Yorkshire Water is particularly interested in partners who can offer innovative techniques, advanced analytics, and inclusive engagement strategies to ensure representation of all customer groups, including hard-to-reach and vulnerable populations. This Procurement is for the following Scope of Works; - A flexible electricity supply contract based on the specification as outlined in the Consultus tender pack. - A flexible gas supply contract based on the specification as outlined in the Consultus tender pack. - The provision of MOP (Meter Operator) and DC/DA (Data Collection / Data Aggregation) services alongside full meter management for electricity. - The provision of a MAM (Meter Asset Manager) and DC/DA (Data Collection / Data Aggregation) services alongside full meter management for gas. We acknowledge that the vast majority of the identified potential contract value is for the cost per kWH/mWh of energy.

This Preliminary Market Engagement (UK2) notice is being issued to inform the market that Yorkshire Water Services Limited is undertaking early engagement with suppliers to support the development of the sourcing strategy for a Direct Procurement for Customers (DPC) Programme Advisory Framework. Yorkshire Water is progressing a pipeline of major infrastructure projects for delivery using the Direct Procurement for Customers (DPC) delivery model. Under DPC, a competitively appointed provider designs, builds, finances and potentially operates major infrastructure assets under long-term contractual arrangements. DPC projects are subject to regulatory oversight by Ofwat, including staged regulatory submissions demonstrating strategic case, procurement readiness, and value for customers before contracts can be awarded. Yorkshire Water is therefore exploring the establishment of a multi-disciplinary professional services framework and/or strategic partnerships to support the development of bankable DPC projects capable of progressing through regulatory approvals and competitive procurement. The framework may provide support across several disciplines, including: • Technical advisory - engineering, design, environmental assessment, ecology, planning and technical assurance • Commercial advisory - development of business cases aligned with the HM Treasury Five Case Model, procurement strategy, market engagement, commercial structuring, risk allocation, payment mechanisms and incentivisation structures • Legal advisory - development of robust contractual arrangements for major infrastructure concessions, building on previous DPC and infrastructure projects, including specialist support in planning and infrastructure law • Programme assurance - independent assurance of submissions and programme governance to ensure regulatory compliance and readiness for Ofwat/RAPID assessments and associated approval processes The information gathered through this engagement will help shape the proposed scope, structure, commercial model and procurement approach for the framework. Yorkshire Water (YW) and Kelda are seeking to engage the market to discuss their planned deployment of new on-shore wind turbines. Work done to date indicates deployments of 1-3 turbines at each location, with 7 sites under consideration initially plus 2 re-powering sites. As YW and Kelda look to expand this programme, they anticipate a small scale wind development programme in addition. The deployments would be on YW operational land and would directly power the adjacent operational site, offsetting grid purchased power. Early turbine identification, based on site constraints and available wind yields, suggests Kelda are looking to initially procure in the 500 kW - 3.45 MW range. This will result in a variance of turbine sizes from hub heights between 40 - 80 meters, and tip heights up to the region of, but not limited to, 117 metres. Later phases of wind development will be in the sub 250 kW range. The purpose of this notice is to open discussion with turbine manufacturers / suppliers to understand; - Equipment / turbines availability; - Indicative lead times for supply; - Indicative pricing, both capex and opex; - Indicative commercial terms; and - After sales maintenance provision. - Transport management - Installation These are non-conclusive and are likely to change as development progresses. YW and Kelda anticipate the award of the procurement in 3 bandings: 1. 1MW A procurement partner may look to cover all of these bandings or just 1. YW and Kelda are open to both new and refurbished turbines via direct purchases from OEMs, broker facilitated procurement and framework agreements.

As YW and Kelda look to expand this programme, they anticipate a small scale wind development programme in addition. The deployments would be on YW operational land and would directly power the adjacent operational site, offsetting grid purchased power. The purpose of this notice is to open discussion with wind data analysts, modellers and providers. We would like to work with wind data specialists with a proven track record of securing wind turbine project finance having used modelled wind data, processed into a bankable format, without a 12 month LiDAR or Met Mast campaign. Data must include: - Annual Average(mean) wind speed (at hub height) - Once in 50 years 3 seconds maximum wind gust - Weibull Shape factor k - Wind shear index IEC alpha - Characteristic turbulence at 15m/s, or the full turbulence graph - Wind farm output at P50/P90 levels (gross and net yield) The following can be provided: - Wind turbine locations - Wind turbines hub heights - Wind turbine makes and models - Any other relevant data YW and Kelda are looking to partner with a single data provider who can provide bankable wind data which will be used for accurate financial modelling and securing project finance.
